The City of Lancaster is searching for a Traffic Control Supervisor to work in the Lancaster Department of Transportation (LDOT) department.
Under the direction of the Traffic Control Supervisor and/or Signal Technician II, performs skilled work in the installation, maintenance, repair and inspection of traffic signals, traffic controls, telemetry, roadway lighting equipment and controls and various electrical distribution and electronic systems and equipment. Incumbent works independently or in conjunction with other personnel.
ESSENTIAL FUNCTIONS:

Monitors and reviews the collection of traffic data, such as traffic volume, flow, speed and other conditions by use of various traffic equipment.
Analyzes and compiles collected traffic data and makes recommendation for changes; prepares detailed drawings of proposed changes ensuring they are in compliance with the Ohio Manual of Uniform Traffic Control Devices and City ordinances.
Responds to citizen complaints concerning traffic problems.
Estimates time and materials needed for construction, installation, repair and maintenance work.
Monitors and maintains inventory levels for supplies and equipment.
Recommends the purchase of equipment and materials and prioritizes needs in assigned areas for the budget process.
Prepares reports regarding traffic and accident studies.
Assigns and directs the work activities of the Signal Technician I, Signal Technician II, Sign Technician and pavement marking crew.
Perform traffic count analysis, travel time and delay studies, gap studies and traffic signal warrant studies as required.
Reviews street striping and signage plans of street improvement projects for compliance with the Ohio Manual of Uniform Traffic Control Devices and City ordinances.
Designs and Reviews traffic signal plans for street improvement projects in compliance with the Ohio Manual of Uniform Traffic Control Devices and City Ordinances.
Reviews street lighting plans for street improvement projects for compliance with City Ordinances.
Determines the proper placement of traffic control devices by conducting field studies; draws diagrams and writes work orders for work crews.
Reviews layout design of pavement markings and work orders for the installation of traffic signs, pavement markings and traffic control devices for compliance with the Ohio Manual of Uniform Traffic Control Devices and City ordinances.
Maintains records of equipment maintenance and repairs; ensures the maintenance of hard copy and computer files and records relating to traffic service requests, work orders, traffic counts and accident studies.
Monitors, maintains, and directs the maintenance of the City’s Street Lighting facilities.
QUALIFICATIONS:
Associate Degree in Electronics Engineering or related field preferred; and four years experience in microcomputer based traffic controllers, computer PC’s, data transmission and intermediate electrical construction and maintenance experience.
Three to five years experience in traffic control device supervision, including management experience or equivalent combination of education and experience.
Five years experience in traffic signal construction and maintenance including a valid Level II I.M.S.A. traffic signal technician certificate or ability to obtain.
Proficient with Microsoft® Office Suite, Professional Edition, including Microsoft® Word, Microsoft® Excel®, Microsoft® Access, Microsoft® PowerPoint, and Microsoft® Outlook, Microsoft® FrontPage and Microsoft® Binder.
Possess knowledge of the Ohio Manual of Uniform Traffic Control Devices.
Possess knowledge of the principles and practices of traffic engineering.
Possess knowledge of the regulation and ordinances governing traffic control.
Possess knowledge of basic engineering mathematics, including algebra, binary, octal, and hexadecimal mathematics.
Possess knowledge of computer networking systems and spread spectrum radio systems.
Ability to gather, analyze and report traffic data.
Ability to prepare technical reports.
Ability to detect field discrepancies from plans, sketches and work orders.
Ability to read and interpret engineering drawings and site plans.
Ability to read and interpret blueprints and schematics.
Ability to read and interpret regulations and ordinances governing traffic control.
Ability to communicate effectively, both orally and in writing.
Ability to guide, direct and motivate employees.
Ability to establish and maintain effective working relationships with employees, other departments and the general public.
Must possess a valid Ohio Drivers License-CDL Class “B” with air brake endorsement or ability to obtain within the probationary period
Must pass pre-employment physical, drug screen, driving record check and criminal background investigation.
