What are the responsibilities and job description for the Permit Coordinator position at City of Lancaster (PA)?
The Permit Coordinator will be responsible for ensuring a highly efficient, customer-oriented permitting process across multiple city departments. This person will assist in ensuring customers are directed to the appropriate permit(s) and that the permits themselves are clear and accessible to the general public and completed properly before staff review. Once submitted, the Permit Coordinator is responsible for coordinating review across city departments, monitoring the workflow ensuring that permits are approved within targeted timelines, troubleshooting as needed. Overseeing the entirety of the permit process, the Permit Coordinator will be attuned to identifying opportunities for continuous quality improvement. Key competencies for this position include communication, problem solving, teamwork, conflict resolution, and organization.
- Develops and maintains a decision tree to guide customers in determining necessary permits through a series of questions.
- Provides guidance to applicants regarding permit requirements, processes, fees and timelines.
- Ensures that permits and associated fees are up-to-date, clearly understandable and comply with applicable laws and regulations.
- Serves as liaison to customers to complete applicable permits are completed sufficiently for staff review
- Creates workflows for each permit within and between departments in concert with technical review team(s)
- Communicates with permit applicants and trouble shoots as necessary to ensure customer satisfaction.
- Engages in continuous quality improvement to assess and improve permitting processes.
- Establishes and prepares reporting system on permit activity, revenues generated, timeliness, and other criteria to evaluate permitting performance and outcomes.
- Works to integrate technology solutions for improved permitting process including Bluebeam and City View.
- Develop and maintains Standard Operating Procedures to document permitting processes
- Manages vendor relationships, contracts, and deliverables related to permitting, ensuring adherence to contractual agreements and quality standards
- Establishes procedures for accepting payment for permits and monitors overall revenues generated by permits.
- Follows safe practices in the performance of the position duties.
- Post-secondary education or comparable experience is required.
- Bilingual English/Spanish languages speaker preferred.
- GIS skills desirable.
- Possession of a valid Pennsylvania State Driver’s License is desirable.
