The City of Laramie is accepting applications for an Accountant in the Administrative Services Department. The Accounting team provides professional level financial accounting and reporting services; budget preparation, forecasting, and reporting services; payroll processing, reporting, and compliance services; accounting operations services; and compliance review services. The successful candidate will be a professional, experienced team member who is committed to ethical behavior, generating solutions, using independent judgment, communicating effectively, and providing exceptional service to other team members and to City employees.
DUTIES & RESPONSIBILITIES:
- Plan, prioritize, and provide accounting, budgetary, payroll, and support services for the Accounting Department.
- Review, reconcile, and analyze the general ledger; review transactions for appropriate coding; process transactions; prepare financial reports; analyze and record capital projects and acquisitions; and completing payroll processing.
- Process employee time and pay information; prepare and process payroll checks for employees, pay advances/reductions, final checks, garnishments, child support orders, and IRS levies.
- Process monthly reconciliation and close out activities including investment reporting; capital acquisition review, reconciliation, and monitoring; and bank account reconciliations.
- Demonstrate an understanding of and apply governmental accounting theory, payroll law fundamentals, the internal control framework, and budgetary policy.
- Stay informed of changes to accounting standards, payroll laws and regulations, and the actions of the City Council.
- Understand and promote financial transparency.
- Monitor, evaluate, design, test, and maintain technical setup of financial systems modules; establish and maintain user setup and security; assist with the implementation of new software.
- Assist in budget preparation including monitoring, reporting, and preparing amendments. Compile payroll, capital, and operating budgets; forecast payroll expenditures and monitor for budget compliance.
- Assist in year-end audit and ACFR preparation.
- Report Federal and State requirements including 1099s, unclaimed property, sales tax remittances, 941 and W2 filings, and State Census reporting.
- Educate City staff members about accounting and payroll policies; provide information on departmental and City policies and procedures.
- Maintain strict confidentiality of employee and management payroll requests and other sensitive items.
- Complete projects and develop analytical reports as assigned.
- Bachelor's Degree in Accounting or a closely related field.
- One year of professional accounting experience or two years of responsible experience in GL maintenance, financial forecasting and reporting, and payroll processing and accounting.
- One year of experience working in governmental accounting or auditing governmental entities.
