Directs the activities of the City Engineering Department, manages all public works improvement projects, and enforces City ordinances, codes, including Federal, State, and Local regulations under the jurisdiction of the City Engineer. Provides technical recommendations and assistance to Mayor and City Council, City Manager, Planning and Zoning Committee, Technical Review Board Ad Hoc Committee, Transportation & Traffic Safety Advisory Committee, Webb County-City of Laredo Regional Mobility Authority, Texas Department of Transportation, Tax Increment Reinvestment Zone Boards, Metropolitan Planning Organization and other City committees.

Essential Functions / Job Competencies / Physical Requirements
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of the principles and practices of civil engineering in the design and construction of public works projects including the laws and regulations related to engineering projects using AutoCAD 3D software.Knowledge of City resolutions and charter provisions particularly as relating to the code enforcement and authority of the City and related agencies and boards.Knowledge of mathematics and science required for design, computations and analysis of plans, specifications and survey date.Knowledge of the principles and methods of administration, project management, organization, and supervision.Knowledge of engineering related computer programs and processing survey data collected.Ability to analyze, organize, manage public works projects, and prepare Engineer's opinion of probate cost estimates.Ability to prepare annual budget.Ability to attend meetings and prepare presentations to City Council.Ability to conduct engineering research and apply to engineering problems.Ability to interpret legal documents related to engineering.Ability to prepare engineering plans and specifications related to Public Works and other projects.Ability to prepare detailed technical reports.Ability to establish and maintain effective working relationships with subordinate employees, City officials, City Management, Department Directors, and the general public.Ability to plan, direct and coordinate the work of subordinates.Ability to establish and maintain good public relations.Ability to prepare project update reports as necessary.Ability to communicate clearly and effectively both orally and in writing.Ability to maintain good planning and organizational skills.Ability to take and follow directions from City Management.Ability to give directions to and gain compliance from assigned staff.Ability to perform strenuous work and routine work.Ability to maintain a valid Texas Driver License and a good driving record.Ability to project a positive and professional image of the City of Laredo.Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.Ability to comply with all City of Laredo's policies and procedures.Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of this position.PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT :
Work is performed inside and / or outside an office. Capable of working closely with others or alone, working around moving objects or vehicles, and traveling by car 30% of the time. Ability to operate a motor vehicle and office equipment; Work requires light carrying (under 15 pounds), light to occasional lifting (under 24 pounds up to 50 pounds), simple grasping, sitting, standing, walking, and reaching above shoulders. Ability to see, write, read, count, identify shade of colors, perceive depth, and hearing is needed to perform the essential functions of this job.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES :
Reviews and approves design plans, projects, specifications, cost estimates, and related contracts.Directs, supervises, and administers the work program of professional, technical, and clerical departmental staff; makes decisions regarding hiring, terminations, disciplinary actions, and conducts annual performance appraisals of employees.Organizes, schedules, assigns and administers public works improvement projects such as streets, drainage, traffic safety, public buildings, water and sewer, recreational, bridges, airport, etc.; plans, specifications and assures that all public works projects are performed in compliance with plans and specifications and to City standards.Provides technical assistance and recommendation to the City Manager, City Council, Planning and Zoning Committee, other City committees, elected officials and Department Directors on questions or matters related to engineering and / or code enforcement.Enforces City ordinances, codes, and regulations under the jurisdiction of the City Engineer to include : public Right-of-Way, land development code handbook, standard technical specifications manual, subdivision ordinance, flood control or natural waterways, parking, lighting, and striping ordinance, water / sewer assessment policies and ordinance, and prepare and issue permits for heavy loads crossing international bridges.Assists the City Manager in preparing City Council agenda items relating to engineering.Procures and administers engineering, architectural, and surveying consultant contracts.Assists other departments in preparing list of eligible projects, cost estimates for improvements, and in preparing applications for federal and state assistance.Assists the City Manager in preparing the City's Capital Improvement Program (C.I.P.)Prepares the Paving Management System Program and monitors those expenditures (5-year plan). Reviews and approves design plans, projects, specifications, cost estimates, and related contracts.Requests and evaluates consultant fee proposals; monitors and approves compensation for professional services. Reviews bid packages prepared by consultants. Attends pre-bid meetings; analysis bid results; makes recommendations on accepting / rejecting bids.Evaluates projects and provides recommendations to select consultant and award professional services contracts.Develops, manages, and updates the City's Public Building Master Plan used to manage expansions, renovations, and new construction.Develops, manages, and updates the City's sidewalk Master Plan used to manage reconstruction and new construction in compliance with ADA (American with Disability Act).Develops, manages, and updates City project related to construction contracts.Will be required to drive a City vehicle for City business use.Performs other duties as assigned.Minimum Qualifications
Bachelor of Science degree from an accredited college, university, or engineering school approved by the Texas Board of Professional Engineers and Land Surveyors.
AND-At least seven (7) years of experience in the practice of civil engineering, working with other governmental entities, and coordinating with utility companies, including five (5) years in a managerial capacity.
Valid Licenses and Certifications
Licensed Professional Engineer (P.E.) in the State of Texas is required.If applicant holds out of state Professional Engineer (P.E.) license, a State of Texas Professional Engineer (P.E.) License must be obtained within 6 months of employment.
Registered Professional Land Surveyor is desirable.Valid Texas Driver License
If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment.As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
