This position is grant funded. Therefore, it is solely dependent of availability of grant funds.

Epidemiologist Supervisor will lead, provide strategic direction, supervision, and funding oversight of the Autism Developmental Disabilities Monitoring (ADDM) Program. Supervises and participates in all epidemiology surveillance, investigations, and reporting. Analyzes disease trends and predicts disease behavior, assists with development of plans, and leads training and educational activities.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination recommendations; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management
  • Supervises and participates in all epidemiology surveillance, investigations, reporting, disease control, and prevention
  • Provides scientific direction for ADDM site activities and oversight on grant requirements
  • Coordinates with pertinent partners (hospitals, physicians, clinics, and school districts) to assist in the collection of epidemiological data.
  • Attends trainings as needed on epidemiology basic principles, developmental disabilities, and statistics.
  • Oversees education and outreach activities and da-to-day project activities
  • Submits requests to data sources and ensures access to each data source
  • Trains or facilitates training to data abstractors and provides clarification regarding program activities
  • Oversees Quality Assurance and Quality Control (QAQC) activities
  • Analyzes disease trends and predicts disease behavior
  • Develops, updates, and revises plans for appropriate responses
  • Analyzes and develops planning, training, and education activities to implement the Autism Developmental Disabilities Monitoring (ADDM) Program
  • Maintains surveillance system to address current, emerging, and new trends
  • Coordinates and maintains communication and coordination of staff and resources to ensure successful program outcomes
  • Assures all staff maintains their response and preparedness training certifications
  • Assures all performance measures are met for grant compliance
  • Works with hospitals, providers, agencies to assure a rapid response to all program inquires
  • Develops plans and conducts training session for planning and response
  • Develops, updates, and reviews physician clinics, hospitals, child and adult day care, and other patient care institution medical records and reporting systems as needed
  • Develops and updates epidemiology investigation and intervention procedures; fills out appropriate reporting forms for Department of State Health Services/Centers for Disease Control, Federal Emergency Management Agency (FEMA), Homeland Security Agency or local agency as required
  • Assures computer system is applicable for reports to the Autism Developmental Disabilities Monitoring (ADDM) Network
  • Updates computer database of communicable diseases and other health related conditions on a daily basis.
  • Maintains system for accurate inventory of supplies and equipment and abides by all procurement processes
  • Assures appropriate supplies and equipment are available
  • Ensures appropriate protocols are available before proceeding with special procedures
  • Participates in planning and implementation of cooperative agreements with local entities and services
  • Prepares a timeline for the assessment capabilities related to public health disease surveillance
  • Conducts vulnerability assessments and predictions of human health effects resulting from pandemic or other outbreaks
  • Prepares draft and final copies of routine and comprehensive analytical reports
  • Performs data analysis with statical software (SAS) and develops online databases utilizing REDCap or similar software
  • Attends City of Laredo trainings and in-services as needed and CDC training as required
  • Coordinates and plans for laboratory testing and surge capacity for disease control, outbreaks, and pandemic response
  • Coordinates medical and services as needed
  • Supervises all work conducted for the Autism Developmental Disabilities monitoring (ADDM) Program as well as health professional, para-professional, and support staff in a public health environment; plans, schedules, and assigns work: instructs and trains in correct methods and procedures; reviews and evaluates employee's performance
  • Prepares program activity reports and other reports as may be required on program activities and accomplishments in a timely manner
  • Implements activities necessary to meet program goals and objectives, as well as scope of work
  • Plans activities and training sessions in detail and assigns specific responsibilities to each phase; prepares a time schedule for phases of accomplishments; ensures the success of such events
  • Assists the Epidemiology Administrator and teams with other public health members to assure project succes
  • Provides scientific direction for ADDM site activities and oversight on grant requirements
  • Will be required to drive a City vehicle for City business use
  • Performs other duties as assigned

  • Knowledge of pandemic surveillance, epidemiology, and preventive prophylaxis measures.
  • Knowledge of professional techniques and basic sciences in public health, public health emergency response pandemic planning, vaccine education and promotion
  • Knowledge of disease control and epidemiology and readiness response
  • Knowledge of Microsoft Office (Outlook, Word, Excel, PowerPoint) and Tabieau
  • Knowledge of principles and methods of epidemiology and related statistics as well health outcomes, scientific methods, statistical concepts, and methods and their application to surveillance and research
  • Knowledge of Autism Spectrum Disorder (ASD) and other developmental disabilities highly preferred

Minimum Qualifications

Required Education and Experience:

  • Bachelor’s degree from an accredited* college or university in Epidemiology, Public Health, or related field. Master's Degree is preferred.
  • At least three (3) years of experience in epidemiology, designing and maintaining a disease surveillance, data/statistical analysis, or related experience.
  • Council of Higher Education Accreditation (C.H.E.A.)

Proof of TB Test/Screening will be required to be presented prior to employment.

Valid Licenses and Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

  • Certification in Public Health (CPH)
  • FEMA ICS and NIMS courses: ICS-100, ICS-200, ICS-300, ICS-400, IS-700, and IS-800
