ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
- Monitors and directs day-to-day activities for Municipal Housing and ensures efficient use of all resources.
- Analyzes revenues and expenses; devises new ways to increase profitability.
- Prepares and follows the yearly budget for Municipal Housing and Noise Abatement funds.
- Reviews and approves administrative, payroll, and grant reports.
- Ensures sure all City Ordinances, Policies and Procedures are followed by employees; updates housing ordinances, policies, and lease documents as required.
- Addresses and resolves tenant and employee issues and concerns.
- Executes administrative duties, such as submitting grant applications, attending management meetings, preparing presentations, and reviewing and approving purchases.
- Seek grant opportunities to enhance services to the community.
- Implement an inspection and capital improvement program to make sure all rental units are in compliance with Housing Quality Standards, State and Local Building Codes.
- Review overall operations and employee performance to ensure excellent quality services are provided to the public (tenants & applicants)
- Manage market and lease all dwelling rental units owned by City of Laredo
- Represents the City in court when forceable detainers are filed
- Prepare and make presentations to City Council and public concerning budgets, contracts, status reports, and other related issues.
- Prepare, review and authorize formal specifications and obtain competitive bids and make recommendations to award contracts.
- Approve purchase requisitions to purchase all operating materials and approve all related documents submitted for payment of invoices.
- Prepare feasibility studies to create additional affordable housing, supervise the construction of additional affordable housing units and obtain new property management contract to create additional rental units for the department and the City.
- Review, make recommendations, and negotiate contract with firms that are involved in the construction of affordable housing units.
- Write procedures and policy guidelines for operations and new housing programs.
- Meet with the public to explain housing programs and hear complaints from public, tenants and applicants
- Performs related work as required.

- Bachelor’s Degree from an accredited* college or university in Business Administration, Public Administration, or related field
- At least five (5) years of experience in property management, accounts receivable/accounts payable, housing programs, or related field including four (4) years of supervisory experience

- Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
