Supervises financial management for the Laredo Police Department, including budget and grants. Manages special police grants, coordinates contracts and leases for renovation projects, and oversees inventory and purchasing.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Provides financial management including grant writing and overseeing the application process and post award preparation of financial request for reimbursements. 
  • Manages the budget and expenditures for all special police grants, police general fund, police trust fund, and daily fiscal operations within the department.  
  • Oversees procurement process for purchases; creates council communication items, reports, and presentations as needed for special projects.
  • Coordinates and executes projects concerning Police Department buildings; coordinates for maintenance as issues arise. 
  • Reviews contracts, memorandum of understandings, and leases pertaining to the Police Department.
  • Creates and reviews agenda items for City Council meetings.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

  • Knowledge of applicable state and federal laws, rules, procedures, and standards governing budgetary operations
  • Knowledge of city procurement policies and procedures
  • Knowledge of City portals and systems

  • Ability to prepare, review, and disseminate budget reports to program managers for review and monitoring of their respective program
  • Ability to plan and oversee projects, analyze and evaluate conditions, and make sound recommendations
  • Ability to build and maintain effective working relationships with others.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to maintain good planning and organizational skills.

Physical Effort Requirements 
Position will have the following exposures

Required Education and Experience

  • Bachelor’s degree from an accredited* college or university in Accounting, Finance, Business Administration, Public Administration, or a related field
  • At least five (5) years of experience in accounting, finance, business administration, or a related field

       *Council of Higher Education Accreditation (C.H.E.A.)

Valid Licenses and Certifications 

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment.


As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment. 


Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
