Nature of Work
Performs entry-level professional engineering work, including plan design, project management and / or contract administration to ensure quality and timely services and meet established objectives.
ENVIRONMENTAL FACTORS
Position may involve inside and outside work, depending on functional area . Outside work involves exposure to all weather and traffic conditions, uneven terrain, noise, dust, gases, asbestos, radiation, electrical systems and construction equipment.
PHYSICAL FACTORS
Frequent to constant use of a personal computer . Assignment may involve light to moderate physical activity with ability to lift and carry items weighing up to forty (40) pounds and ability to ambulate on uneven surfaces . Safety equipment includes hard hat, traffic vest, ear plugs, eye protection and safety shoes.
WORK SITUATION FACTORS
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services . Position is subject to drug testing in accordance with State and Federal regulations and applicable City of Las Cruces policies

Duties and Responsibilities
Minimum Qualifications
Bachelor's Degree in Civil Engineering or related engineering discipline. Some experience in engineering is preferred. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
LICENSES / CERTIFICATIONS
Valid driver's license is required. Position requires an acceptable driving record in accordance with City policy. Must obtain a NM Engineer-in-Training (EIT) Certification within one year of hire date. May require Storm Water Pollution Prevention Certification.
Knowledge, Skills, and Abilities
General knowledge of : codes, standards, and specifications related to the design and construction of roadway, utility, and drainage projects; construction practices and techniques used in the construction and maintenance of municipal projects and private permits; applicable occupational hazards and safety standards and practices; principles, practices, and processes related to surveying, civil engineering, and mathematical computational software and methods used in survey work; safe and effective use of related tools, equipment, and motorized vehicles; principles and practices of effective administrative management including basic accounting principles, record keeping and records management, and customer service; business and personal computers, and various specialized and office productivity software applications; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position.
Ability to : perform a variety of duties and responsibilities timely and with accuracy to meet deadlines and ensure achievement of goals and objectives; read, understand, and interpret a variety of documents, specifications, blueprints, plans, standards, policies, procedures, rules, and regulations governing related activities, programs, and functions; perform accurate mathematical calculations to measure quantities of completed work, and apply mathematical and statistical techniques to analyze and provide data; verify calculations submitted for compliance and accuracy; perform technical reading and writing; conduct inspections; safely and effectively operate associated tools, equipment and motor vehicles; navigate across even and uneven surfaces; communicate appropriately and effectively orally and in writing; respond timely and effectively, use sound judgment in decision-making in conducting routine operations and during emergencies; maintain accurate records; prepare and present accurate and reliable reports containing research, findings, and recommendations; review documents and extract relevant information; establish and maintain effective and appropriate working relationships with employees and the public; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives.
Skills in : analyzing issues, evaluating alternatives, and making logical recommendations based on findings to address issues and / or improve services, procedures, policies, and methods; researching, reading, interpreting and communicating policies, regulations, and technical procedures and information; reviewing, preparing, evaluating, and verifying relevant records, reports, calculations, and documentation; using initiative and independent judgment within established procedural guidelines; operating a personal computer with installed generic and specialized software; interpreting technical instructions and analyzing complex variables; assessing and prioritizing multiple tasks, projects, and demands to ensure achievement of goals and objectives.
