Performs the purchase, sale and lease of City property and the acquisition and disposal of right of way, easements and real property. Work responsibilities extend to providing work direction to other staff.
ENVIRONMENTAL FACTORSPosition functions primarily in an office environment with no notable environmental factors; outside work involves exposure to all weather conditions, hostile property owners, high traffic volume, dust, exhaust and uncontrolled animals.

This position is graded at RX18.• Researches public records to determine property ownership; resolves title issues following City, state and federal guidelines.• Conducts and documents acquisition and relocations as required by state and federal guidelines; administers policies and procedures regarding the condemnation of real property.
• Provides work direction and technical guidance to other staff; reviews work of other staff and recommends changes or additions to work.
• Inspects properties and meets with property owners; coordinates field work.
• Contacts and meets with property owners, utility companies and other agencies to distribute and/or acquire information and negotiate for the acquisition of right of way and/or easements.
• Prepares correspondence and legal instruments to process property acquisitions.
• Works with appraisers, abstractors and various City departments to coordinate the acquisition of easements and right of way.
• Prepares right of way issues for presentation to the City Council for approval.
• Maintains records of City right of way properties and easements.
• Reviews and maintains records of proposed subdivisions for compliance with City and county right of way standards.
• Investigates issues related to City-owned properties which involves traveling to City-owned properties, developer offices, and various agencies and responds to public/administrative inquiries in order to resolve any discrepancies.
• Negotiates, prepares, and administers purchase and sale agreements, leases, and miscellaneous real estate documents for property and land transactions. Associate Degree in Real Estate, Pre-Business, or related field PLUS four years of experience in land acquisition. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
LICENSES/CERTIFICATIONS
Valid driver’s license is desirable and may be required. If applicable, position requires an acceptable driving record in accordance with City policy. Notary Public Certification must be obtained within six months of hire date.
Considerable knowledge of: Principals and practices of right of way acquisition; principles and practices of land surveying; applicable local, state and federal laws, regulations and codes regarding land and easement acquisition; legal documents regarding land sales and purchases; real estate and titling.
Ability to: Read and interpret maps, surveys, plats, drawings and sketches; operate a personal computer and various software applications; communicate effectively, both orally and in writing; establish effective working relationships with City staff and external customers; operate a blueprint machine; operate a motorized vehicle.
Skills in: use of personal computers and related software to maintain and access database and to prepare reports.
