Career Opportunity  

The city of Las Vegas invites applications for Cultural Coordinator for the Parks, Recreation & Cultural Affairs Department.  This position plans, organizes, coordinates and supervises activities at assigned arts and cultural facilities.  Designs, implements and evaluates programs.  Evaluates and prepares reports on center program activities.  Supervises all center program staff.

Supervision Received and Exercised

Receives direction from the higher level supervisory or management staff.

Acts as a formal supervisor, exercising direct supervision, including selecting new employees, monitoring and formally evaluating employee performance, and participating in the discipline and termination of employees.


Type of Examination: A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination.  Falsification of information may result in disqualification from a recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.  The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.


ELIGIBLE LIST: You must score 70% or higher on the examination to be placed on the eligible list.


Selection Process:
 Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job.  Some positions may require preliminary background checks.

Essential Functions:

  1. Creates, plans and oversees cultural activities, programs and events.  Evaluates activities, programs and events for content, techniques and special problems.
  2. Acts as first line supervisor for designated staff within a department, including interviewing and selecting of job applicants, training, overseeing work, and establishing and evaluating appropriate performance standards in accordance with department objectives.
  3. Ensures employees adhere to established work methods, techniques and schedules, and comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.
  4. Participates in the preparation and administration of program and facility budgets. Submits budget recommendations. Monitors all financial transactions, expenditures, and identifies and reports potential financial overruns and variances at an early stage. Prepares reports on actual and estimated revenues and expenditures.
  5. Assists in developing and implementing the division policies and procedures; prepares performance statistics and reports.
  6. Monitors and maintains appropriate levels of supplies, equipment, and inventory to ensure efficient and effective operations. Participates in the procurement process, including researching materials, equipment, and vendors, assisting with specifications, and requisitioning materials as needed.  Monitors and evaluates vendor performance.
  7. Manages daily facilities operations including routine and special programs and event and security at facilities.  Coordinates and reserves rehearsal and performance space for programs and events.
  8. Oversees and participates in the development of class and workshop curriculum.
  9. Assists in selecting plays and writing scripts for a show that tours local elementary schools.  Serves as liaison with local public schools to schedule and coordinate theatrical performances.
  10. Develop and maintain positive working relationships with school administration, community, performing arts groups and other agencies.
  11. Negotiates and coordinates performers and artists contracts.
  12. Enforces facility rules and regulations.
  13. Serves as liaison for arts programs and services with other city departments, divisions, public and outside agencies. Represents the division in various committees and work groups. Receives and responds to complex and sensitive issues. Handles inquiries and complaints from start through resolution in an efficient and timely manner.
  14. Performs marketing and public relations duties including giving media interviews and speaking at public events.  Oversees the design of brochures and evites and other materials for marketing programs as necessary.
  15. Researches grant opportunities; prepares and submits grant applications.

Marginal Functions:

  1. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of cultural  programming.
  2. Develops and negotiates program co-sponsorships.
  3. Performs related duties and responsibilities as required.

Experience:

Three years of increasingly responsible experience in cultural program development and implementation, cultural center management, or theater education, programming and implementation, including one year of lead or supervisory experience.

Training:

Bachelor's degree from an accredited college or university with a major in theater or performing arts, recreation management or a related field.

May substitute combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

License or Certificate:

Possession of an appropriate valid driver's license on the date of application, and maintenance thereafter.

Knowledge of:

Contemporary theater issues, ethics and aesthetics and their application to children's theater programming and education.

Methods and techniques of theater production, management, design, choreography and education.

Performing arts program management.

Advanced principles of theater.

Operations, services and activities of a community and cultural affairs program.

Principles and procedures of record keeping.

Modern and complex principles and practices of noise management.

Principles and procedures of operating a box office.

Basic principles and practices of cultural activities.

Principles of supervision and training.

Modern and complex principles and practices of maintaining public facilities.

Occupational hazards and standard safety practices.

Modern office procedures and equipment.

Pertinent federal, state and local laws, codes and regulations.

Skills in:

Directing, managing and implementing a comprehensive theater production and education program.

Preparing clear and concise reports.

Leading, organizing and reviewing the work of staff in the area of work assigned.

Analyzing problems, identifying alternative solutions and projecting consequences of proposed actions.

Independently performing the most difficult work assigned.

Interpreting, explaining and enforcing policies and procedures.

Communicating clearly and concisely, both orally and in writing.

Establishing and maintaining effective working relationships with those contacted in the course of work.
