The city of Las Vegas invites applications for Recreation Manager. This position will develop, direct, manage, supervise and coordinate the assigned programs and activities within the Parks Recreation, and Cultural Affairs Department; to coordinate assigned activities with other city departments, divisions and outside agencies; and to provide highly responsible and complex administrative support to the Director and Deputy Director of Parks and Recreation.
Supervision Received and Exercised Receives administrative direction from the Director and Deputy Director of Parks and Recreation. Exercises direct supervision over supervisory, professional, technical and clerical staff, including monitoring and formally evaluating employee performance, employee selection and discipline.

Some positions may require preliminary background checks.Essential Functions:
1. Manage all staff, services and activities of the assigned work units, which may include general and adaptive/therapeutic recreation; centers and facilities; parks, trails and recreational open spaces; aquatics programs; municipal sports programs, eSports, and multigenerational recreation programs.
2. Manage and participate in the development and implementation of the division’s business plan, performance measurements, goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
3. Participate in facility development to address the findings of the department’s Community Needs Assessment Plan (CNAP) as it relates to the Department; prioritize and plan the renovation and maintenance of department facilities and the community pools; make appropriate recommendations for changes and improvements.
4. Develop customer service and operational standards; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
5. Plan, direct, coordinate and review the work plan for the division; assign work activities, projects and programs; review and evaluate work products, outcomes, methods and procedures; provide support and encouragement; meet with staff to identify and resolve problems.
6. Oversee and participate in the pursuit of alternative funding sources to support division programs such as grants, public and private partnerships, donations and the use of volunteers.
7. Select supervisory, professional, technical and support staff and ensure effective morale, productivity and discipline; plan, organize, administer, review and evaluate the activities of staff directly and through subordinate supervisors; provide for staff training and professional development; interpret City policies and procedures for staff; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
8. Oversee and participate in the development and administration of the department annual budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
9. Ensure assigned staff adheres to established policies and procedures including official department work rules and regulations, standard operating procedures, CivicRec system user procedures, and others as developed.
10. Serve as liaison for the division with other city departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
11. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
12. Participate in, support and foster the development of a culture that values people and their differences and is free from inequities and barriers to people reaching their full potential.
13. Participate in promoting sustainable, environmentally sensitive development and operations in the community and the department.
14. Participate in establishing the strategic direction for the department in alignment with City Council and city of Las Vegas strategic priorities; communicate to all assigned employees their roles in performance measurement and achieving strategic priorities; and work with staff to report measures to the city’s executive team and all members of the department.
15. Conduct a variety of organizational and operational studies and investigations; recommend modifications to program activities, facility operations, policies and procedures as appropriate; prepare fact sheets, position papers and reports.
16. Attend and participate in professional group meetings.
17. Stay abreast of new trends and innovations in the field of recreation, including but not limited to, adaptive/therapeutic recreation, aquatics, sports and eSports (leagues, tournaments, competitions, etc.).
18. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
19. Perform related duties and responsibilities as required.Experience and Education Requirements
Experience/Training:
- Bachelor’s degree in any subject and four years (full-time) of increasingly responsible experience in recreation program development, community center administration or a related filed* including internships, work study or volunteer; OR
- Two years of full-time general degree coursework and five years (full-time) of increasingly responsible experience working in recreation program development, community center administration or a related field* including internships, work study or volunteer; OR
- Equivalent to graduation from high school and eight years (full-time) of increasingly responsible experience in recreation program development, community center administration or a related field* including internships, work study or volunteer work.
License or Certificate
Possession of First Aid/CPR/AED certificate is preferred but not required.Knowledge of:
