Career Opportunity

The city of Las Vegas invites applications for Sanitation Billing Inspector. This position enforces sewer services regulations and ordinances; reviews building plans and specification for conformance and compliance to sewer connection codes; consults with contractors, architects and the general public concerning sewer connection and sewer service charge assessments; and performs a variety of tasks related to assigned area of responsibility.

Supervision Received

Receives direction from supervisory and management staff.


Type of Examination: A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination.  Falsification of information may result in disqualification from a recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.  The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.

ELIGIBLE LIST: You must score 70% or higher on the examination to be placed on the eligible list.


Selection Process: Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job.  Some positions may require preliminary background checks.

Essential Functions:

  1. Conducts on-site inspections of commercial establishments and residential properties to verify fixture count and/or use code to reflect proper sewer service charge assessments; to verify parcel number and service address; to conduct special Building inspections prior to building demolition for proper ERU (equivalent residential unit) connection fee credits.
  2. Reviews and examines both commercial and residential architectural and plumbing construction plans during the plan review process.  Verifies parcel number and service address accuracy.  Determines the type of use and fixture count for sewer connection fee calculations. Determines the appropriate customer classification to establish the sewer connection fee rate. Determines credits to be applied and fees to be assessed.  Inputs ERU connection calculations for the permit and results ERU review of the plans adding any additional comments as warranted. Communicates to contractors, engineers, and owners the requirements to complete ERU sewer reviews based upon plumbing plan details and documents needed for connection fee reviews.
  3. Interprets and explains city sewer ordinances and other related regulations to customers; assists customers with proper sewer billing charges and requirements; makes necessary rate adjustments on accounts resulting from inspections.
  4. Assists the Call Center Specialists and Permit Technicians in handling the more difficult questions and problems either in person, on the telephone or by written correspondence.    
  5. Enforces sewer ordinances, involving other departments and agencies when needed, such as the Southern Nevada Health District and the Clark County Assessor’s Office.
  6. Researches facts surrounding City Council Action Requests and either resolves or involves other departments where appropriate.
  7. Accesses various geographic information systems (GIS) data to determine billable customers, parcel numbers, sewer lines and land uses.  Work closely with CLV IT-GIS division to be sure maps and data are accurate for internal and external customers.
  8. Reviews Las Vegas Valley Water District records to determine whether a commercial establishment’s water use is above the threshold for conversion from a flat rate charge to charges based on actual water usage; communicates with the customer to effect the conversion.    
  9. Records health code violations and notifies the appropriate department or agency; works with Southern Nevada Health District in determining legal septic tank customers; coordinates connection to city sewer lines when Health District cannot reissue septic tank permit.
  10. Coordinates with city or other agency staff regarding activities which may impact sewer billing charges. Report unlicensed businesses and unpermitted building construction to the appropriate divisions.
  11. Reviews city records in creating and adjusting customer sewer account and sewer connection charges. Within authorized limits, adjusts past due amounts and waives penalties if circumstances warrant; recommends payment plans or penalty waivers over personal authority.
  12. Monitors a variety of logs and reports to plan field inspections, locate customers, identify vacant commercial locations and unbillable properties, determine correct parcel numbers and keep sanitation billing maps current.
  13. Maintains accurate billing records; researches and corrects billing records and related information.
  14. Compiles data and statistics on inspections; prepare written reports.

Marginal Functions:

  1. Assists in coordinating plan review work of the division with other city departments and other public agencies.
  2. Perform related duties and responsibilities as required.
  3. Assists in drafting new ordinances pertaining to related codes and laws.
  4. Assists in developing billing system changes.

Experience:

Two years of full-time experience handling customer service issues. Experience either conducting field inspections of commercial properties or with frequent interpretation, explanation or enforcement of codes and regulations is desirable.

Training:

Two years of full-time general degree coursework requirements from an accredited college or university.  May substitute a combination of equivalent education and related experience.  The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

Licenses and Certifications:

Possession of an appropriate, valid driver's license on the date of application, and maintenance thereafter.

Knowledge of:

City of Las Vegas sewer codes and ordinances.

Reading construction plans and documents.

Common Windows software applications, including word processing and spreadsheets, or specialized software applications used in a work environment.

Techniques for handling sensitive customer issues.

Research and inspection methods and techniques.

Basic collection procedures and techniques.

Interviewing techniques.

Mathematical principles.

Accounting procedures and practices.

Customer service principles and practices.

Other local public agencies whose services may interact with sewer services.

Safety and health standards as applicable to sewer services activities.

Local geography and street locations.

Modern office procedures, methods and computer equipment.

Principles and procedures of record keeping.

Principles of business letter writing and basic report preparation.

Pertinent federal, state and local laws, codes and regulations.
