Career Opportunity 

The city of Las Vegas invites applications for Traffic Systems Technician TraineeThis position operates, maintains, repairs, constructs, and installs mechanical, electrical and electronic components of traffic signal systems, school flasher systems, intelligent transportation systems, roadway lighting systems, area lighting systems, sports lighting systems, computerized communication cables, and associated equipment; develops and evaluates special circuits and sequences to enhance and modify signal operations; assists in traffic pattern development to facilitate traffic progress.

The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.

Distinguishing Characteristics

This is the entry level class in the Traffic Systems Technician series.  This class is distinguished from Traffic Systems Technician by the performance of the more routine tasks and duties. This class may be used as a training class, wherein employees may need only limited or no directly related work experience, however, employees are expected to gain the necessary experience and obtain the licenses and certifications required to progress to the full journey level.

Supervision Received and Exercised

Receives immediate supervision from the assigned Traffic Field Supervisor.  Receives functional and technical supervision from higher level division staff.

Special Requirements:

Responding to emergency situations after normal work hours, including nights, holidays, and weekends is required.

Type of Examination:
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a City position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.   

Selection Process: 
Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks. 

Essential Functions:

  1. Constructs, installs, operates, maintains and repairs traffic signal systems, school flasher systems, roadway lighting systems, area lighting systems, sports lighting systems, and intelligent transportation system control devices, infrastructure, and all related appurtenances.
     
  2. Performs field and bench tests on electrical and electronic circuitry and various components, including solid state digital micro-processing systems; determines source of malfunctions and makes repairs as required; bench tests, troubleshoots and repairs traffic signal, school and emergency flasher, roadway lighting, area lighting, and sports lighting systems, and related equipment to component level.
     
  3. Provides technical guidance, information, and direction to others related to the person's area of expertise; verifies the work of contractors; instructs other staff on technical aspects of the work, as required.
     
  4. Operates a variety of circuit testing equipment, aerial lift equipment, computerized and non-computerized test equipment, boom trucks, crane trucks, heavy trucks, at times with trailer attached, pneumatic tools, trenchers, diggers, compressors, meters, wire pulling devices, conduit bending equipment, concrete saws, electronic scopes/meters, small power tools and hand tools, welding tools, and related equipment.
     
  5. Performs skilled work on entire infrastructure, such as flashers, monitors, connectors, signal cables, relays, switches, boxes, controllers, sensors, communications equipment, poles, conduit, wiring, lamps, fixtures, computers and peripherals, and all types of related equipment.  
     
  6. Perform maintenance and repair work involving concrete, traffic signal plumbing, iron, steel and rough painting in the course of maintaining traffic signal systems, roadway lighting, area lighting, and sports lighting systems, intelligent transportation systems and other electronic and electrical systems.
     
  7. Removes, replaces, repairs, and reinstalls poles, foundations, crash caps, conduit, cabinets, heads, lamps, cameras, luminaires and associated traffic signal, flasher, roadway lighting, area lighting, sports lighting equipment, and related assets.  
     
  8. Inspects and performs routine maintenance of various electrical and lighting systems.
     
  9. Reads and interprets blueprints, plans, sketches, shop drawings, specifications, manuals and schematic drawings.
     
  10. Maintains, installs, replaces, and repairs digital solid state traffic controllers, conflict monitors, video detection and incident detection systems, microwave detection systems, communication systems, load switches, pre-emption systems, lighting control systems, and vehicle induction loops. 
     
  11. Monitors signal pattern and operation effectiveness with the use of a computer; makes appropriate timing changes to traffic signal system and flasher operations; develops accurate traffic signal timing plans for optimum traffic flow; inputs data into associated traffic control related databases; installs, troubleshoots, and maintains computer equipment used in traffic signal networks and related systems.
     
  12. Estimates materials, parts, tools and equipment needed for work assignments; orders and picks up materials and supplies from outside vendors when directed.
     
  13. Responds to emergencies involving all types of traffic control devices, traffic signals, roadway lighting, area lighting, sports lighting systems, and related intelligent transportation systems, as well as other non-electrical traffic control assets located within the public right of way or on city property; makes emergency repairs as needed.
     
  14. Installs and removes poles, light fixtures, electronic eyes, gloves and floodlights for roadway lighting, area lighting, and sports lighting systems; installs underground cable for roadway lighting, area lighting, and sports lighting systems and other electrical devices; installs, attaches, welds, and secures theft-prevention measures and devices on all types of city electrical assets; installs service entrance equipment up to 600 volts and series circuits no greater than 5000 volts. 
     
  15. Answers questions in person and over the phone for the public or other city employees concerning electronic and electrical traffic systems, flasher systems, roadway lighting, area lighting, and sports lighting systems, and related equipment.
     
  16. Maintains a variety of automated and manual logs, records and files.  Documents work and tests conducted on traffic signal systems, roadway lighting, area lighting, and sports lighting systems, and related electronic and electrical systems and devices.
     
  17. Adheres to all related codes, regulations, specifications and procedures for duties assigned including obtaining required permits.  Adheres to safe work practices and procedures. 
     
  18. Locates, marks and outlines underground conduits and services for various utilities and city-owned or maintained facilities or as mandated by NRS.
     

Marginal Functions:

  1. Sets up, maintains, installs and repairs various detection and computer network systems. 
     
  2. Tests pedestrian push buttons and vehicle detections mechanisms; makes repairs as necessary.  
     
  3. Designs, builds and maintains specialized testing equipment.
     
  4. Isolates prime power malfunctions and coordinates repairs with power company and other utilities. 
     
  5. Operates and secures assigned vehicle and other assigned equipment; determines whether vehicle is in good working order.
     
  6. Performs related duties and responsibilities as required.

Traffic Systems Technician Trainee 

Experience:

Two years of experience in the electrical or electronic fields.

An Associate's degree in Electronics or Electrical Technology may be substituted for the two years experience in the electrical or electronic field.

Training:

Equivalent to graduation from high school supplemented by specialized training in the electrical or electronic fields.

License or Certificate:

Possession of a valid driver's license on the date of application, and maintenance thereafter.

Possession of a fork lift certificate from the City of Las Vegas within six months of the date of appointment, and maintenance thereafter.

Possession of an appropriate aerial lift certification from the City of Las Vegas within six months of the date of appointment.

Conditions of Continued Employment:

Possession of a current Nevada Electrical Qualifications Card as a Master Electrician or Journeyman within two years of the date of appointment, and maintenance thereafter.

Possession of a valid Class B or higher commercial driver's license within two years of the date of appointment, and maintenance thereafter.

Possession of certification as a Traffic Signal Technician Level I from the International Municipal Signal Association (IMSA) within two years of the date of appointment, and maintenance thereafter.

Possession of work zone safety certification issued by IMSA within two years of the date of appointment, and maintenance thereafter. 

Possession of a Photovoltaic Installer License issued by the Nevada Occupational Safety and Health Administration (Nevada OSHA) within two years of the date of appointment, and maintenance thereafter.

Special Requirements:

Responding to emergency situations after normal work hours, including nights, holidays, and weekends is required.

Knowledge of:

Basic properties and principles of electricity or electronics.
National Electrical Code as it applies to area of assignment.
Basic principles, practices, theories, and materials of the electrical trade.
Basic operational characteristics of mechanical and hydraulic equipment and tools used in the installation, maintenance, and repair of electrical systems.
Tools, equipment, practices and methods used in installing, maintaining and repairing electronic solid state traffic signals and associated equipment.
Cable and component color coding.
Basic interpretation of design schematics, site plans, maps and engineering drawings.
Pertinent federal, state and local codes, laws and regulations regarding electronics and electricity.
Basic preventive maintenance techniques and procedures.
Occupational hazards and standard safety practices.
Safe work zone practices while in public roadways.
Basic mathematical principles.

Performing semi-skilled maintenance and repair work related to electrical systems and components.
Learning to install and remove electronic devices.

Operating a variety of vehicular, stationary, and electrical repair equipment in a safe and effective manner.

Working in aerial lift equipment on poles and at heights up to 120 feet.

Reading and interpreting electrical schematics, diagrams, drawings and plans at a basic level.
Learning to troubleshoot and solve basic electrical system defects.
