This position reports to the Chief Building Official, or designee and responsibilities include reviewing permit applications with construction plans for alterations, new buildings or repair stages to ensure compliance with building and zoning laws. A candidate with previous experience processing building permits that include, structural, electrical, mechanical, and plumbing installations in commercial/industrial buildings and residences is highly desirable. The DepartmentThe City of Lathrop Building Department is responsible for: Enforcement of minimum building standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, quality of materials, use occupancy and location of all buildings and structure within the jurisdiction.Providing responsive and efficient service to the construction public in a friendly manner.Reviewing construction plans for compliance with City ordinances, state law and the model codes.Providing competent investigations for all complaints.Providing education for the general public and construction professionals as it relates to new regulations and methods.About LathropIncorporated in 1989, the City of Lathrop is located in the Northern San Joaquin Valley and sits east and west of the San Joaquin River. Interstate 5, Interstate 205, and State Route 120 intersect within the city. We are located approximately 70 miles east of San Francisco and 70 miles south of Sacramento. Monterey, Santa Cruz, Napa Valley, and the Sierra Nevada Mountains are all located within 2 hours of Lathrop. Lathrop is centrally located within a 30-minute commute of Tracy, Manteca, Stockton, Ripon, Lodi, Modesto, and Livermore. Lathrop’s population as of January 1, 2024, reported by the State of California Department of Finance, is 37,033. Permit Technician I $66,530 - $80,868This is the entry-level classification in the Permit Technician series; incumbents typically have limited technical work related experience and knowledge of the applicable codes, laws and regulations. Staff at this level work under immediate supervision while gaining additional experience and familiarity with the various regulations, codes, and permit requirements applicable to their assigned department’s process. Permit Technician II $73,438 - $89,264This is the journey level position in the Permit Technician classification series. Incumbents at this level have full knowledge of policies and procedures of the department and/or California Building Codes and receive limited guidance or supervision on determining permit requirements.Essential Functions: Include but are not limited to the following: Provides information to homeowners, builders, engineers, developers, architects and the public; serves as the initial public contact for the Building department by phone or at the counter; answers general questions regarding building functions and explains building ordinances, procedures and requirements; assists and advises the general public in matters relating to building requirements, status of submitted projects; prepares correspondence to architects, engineers and contractors relating to correction of plans and engineering detail.Coordinates projects and provides communication with all involved departments; attends developer meetings and coordinates proposed projects by priority infrastructure and fee estimates.Checks building plans and issues building permits for minor residential additions and alterations; approves small project plans and issues over the counter permits; reviews applications for completeness and accuracy; verifies contractor’s licenses, construction bonds, Workers’ Compensation, and insurance coverages; calculates plan check and building permit fees for plans submitted for review based on the type of construction and square footage, or by evaluated cost; collects fees and issues receipts for various applications, registrations and licenses; inputs data into automated information systems.Receives residential and commercial building and development permit applications and plans; opens plan review files; coordinates with other departments and follows up on permit status as necessary; receives, logs, and distributes development plans for plan checking; inputs plan review information from all departments into automated system; updates and generates required reports; maintains and retrieves files and documents for all permit areas; reviews corrected plans for conformity with requirements; calculates fees and submits documentation for permit issuance.Updates permit records and files; enters data into automated system; logs permit activities; schedule inspections in compliance with standardized requirements. Responds to public inquiries at counter, by phone and in writing.Performs a variety of office support and technical tasks for assigned areas of responsibility; drafts and proofreads a variety of documents, including general correspondence, memoranda and related material; prepares reports and technical documents; receives, sorts and distributes incoming mail.Responds to questions and concerns from the general public; provides information as is appropriate and resolves service complaints.Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.Other Duties as assigned.

EXAMPLE OF DUTIES
Education and/or Experience Permit Technician IEquivalent to graduation from high school and two years of experience performing office support duties or customer service functions preferably in the building or construction industry with exposure to the engineering, permit, plan review, and inspection process.Permit Technician IIIn addition to the above, two years of experience in reviewing and processing building, grading and improvement plans and/or permits equivalent to that of a Permit Technician I in the City of Lathrop.License/CertificatesPossession of a Permit Technician Certificate (or equivalent) from the International Code Council (ICC) and possession of, or the ability to obtain, a Plans Examiner Certificate from the International Code Council (ICC).

Salary : $66,530 - $80,868
