The purpose of this position is to perform supervisory work of technical personnel involved in mechanical installations, building inspection, plans examination, code interpretation and compliance with Florida Mechanical Code and the Florida Energy Conservation Code, under the general supervision of the Chief Building Official. Employees in this classification are responsible for technical enforcement work in the inspection of new and existing mechanical installations and systems to determine and secure compliance with the applicable codes; as well as, technical examinations and application of standard trade practices. The position is responsible for analyzing current and proposed plans and specification to ensure compliance. Performs other duties as assigned.  
The following knowledge, skills, and abilities, as outlined herein, are intended to be representative of the type of tasks performed within this position. Coordinates and supervises the workload and projects for mechanical inspectors; directs and supervises duties of assigned staff; reviews job performance, evaluates and makes recommendations as appropriate.
 
Interprets and enforces applicable mechanical codes; makes recommendations for revisions to applicable codes; provides technical expertise to other City activities, general public and building professionals.
 
Inspects new and existing mechanical systems and installations in residence, business, commercial  and other buildings for conformance with safety and other requirements of established federal, state, and local codes; inspects buildings for compliance with Occupational License requirements.
 
Checks each project for defects, omissions, violations and other departures from correct procedure; where work is not correct; makes suggestions for change.
 
Examines plans and specifications for new mechanical systems and remodeling plans and installations in residential, commercial and industrial buildings for compliance with safety and other requirements of established codes and the issuance of permits. 
 
Investigates complaints of defective mechanical installations that are reported as fire and other hazards, notifies responsible persons of defects, and issues oral and written instructions for correction. 
 
Performs second inspections and reports violations, and assists in representing the City at court hearings. 
 
Gives suggestions and recommendations to contractor or owner regarding such changes as are necessary to bring the establishment up to code requirements; insures that all mechanical facilities conform to national and City code specifications and to the South Florida Building Codes.
 
Examines plans for mechanical fixtures, waste and vent lines, and vacuum systems, to ensure that they meet code requirements.
 
Enforces all minimum housing codes and City ordinances.
 
Establishes and maintains effective working relationships with City employees, elected officials, the press, the general public, industry professionals, and other government agencies.
 
Consults with contractors and other interested parties; explains and interprets relevant standards and codes.
 
Prepares daily and monthly reports of inspections performed covering conditions found, actions taken, and recommendations made for further action, as well as names of owners, builders and addresses of inspections; assist with all aspects of Customer Service and Building Department duties such as front counter, phones, files etc.
 
Organizes inspection reports; plans, organizes and supervises the work and training of subordinate mechanical inspectors.
 
Provides expert witness testimony as requested by State Attorney’s Office.
 
Performs other duties as assigned.
  • Vocational/Technical degree with training emphasis on mechanical engineering; AND 
  • Five (5) years of previous experience and/or training in mechanical code compliance inspections; AND
  • Valid Master Mechanical Contractor Certification; AND
  • State Registered Contractor; AND
  • Broward County Board of Rules and Appeals Certifications (BOARA); AND 
  • State Certified Plans Examiner; AND
  • State Certified Inspector; AND
  • Valid State of Florida Driver License
