Job Summary

The Webmaster is responsible for managing, maintaining, and continuously enhancing the city's websites, intranet, and digital platforms. This role ensures all web-based systems are functional, secure, accessible, and up to date. The Webmaster collaborates with the Communications Department, IT Department, and city departments to update content, optimize user experience, ensure compliance with web accessibility standards (including ADA guidelines), and maintain consistent messaging across digital platforms while fostering public engagement.

Additionally, the Webmaster supports digital media production, assists with City Council meeting recordings, and provides technical assistance for public portals, online forms, and emergency alert systems.

Examples of Duties

Major Duties

Website and Intranet Management
  • Perform regular updates and audits of municipal websites and the intranet to ensure content accuracy, functionality, and user engagement.
  • Collaborate with city departments to maintain an effective intranet supporting internal communication and workflow efficiency.
  • Develop and maintain custom intranet features that improve internal collaboration and employee access to resources.
  • Implement scheduled updates and monitor site performance to prevent broken links, outdated content, and technical issues.

Content Management and Development
  • Partner with city departments to create and upload multimedia content (e.g., photos, videos, articles).
  • Develop new webpages, upgrade existing city websites and intranet sections to support city initiatives, services, and events.
  • Manage and optimize digital assets, ensuring content follows SEO best practices and is optimized for accessibility and performance.
  • Schedule and coordinate the posting of announcements, press releases, and public notices, ensuring media uploads meet technical and quality requirements.


User Experience (UX) and Usability Testing:

  • Conduct usability testing and user feedback sessions to refine navigation, page structure, and site accessibility.
  • Analyze user behavior using heatmaps, A/B testing, and analytics tools to make data-driven improvements to website and intranet usability.
  • Ensure a consistent, visually appealing, and accessible experience for users on both desktop and mobile devices.
  • Implement modern UX principles to enhance accessibility, responsiveness, and ease of use across all platforms.
  • Advocate clear and concise information architecture to minimize unnecessary navigation steps.

Event Calendar and Alerts
  • Manage and update event information, including Downtown Lawrenceville (DTL) events, and ensure the city’s alert system provides timely notifications.
  • Develop and manage online forms and interactive elements to facilitate public engagement and streamline communication.

Website Analytics and Performance
  • Utilize analytics tools to monitor site traffic, user behavior, and overall performance.
  • Generate reports and provide data-driven recommendations to improve user experience, accessibility, and engagement.
  • Conduct usability testing and refine navigation and interface design as needed.

Accessibility and Compliance
  • Ensure websites and intranet comply with ADA and WCAG accessibility standards.
  • Monitor and implement necessary updates to improve accessibility and usability.

Website Security and Audits
  • Conduct routine audits to ensure the security and functionality of web platforms.
  • Collaborate with IT security personnel to maintain a secure online environment and mitigate vulnerabilities.
  • Ensure compliance with cybersecurity best practices, including implementing security patches and updates.

Digital Media Production and City Council Meeting Recordings
  • Record, edit, and publish City Council public meetings (Regular Meetings, Work Sessions, and Special Called Meetings).
  • Upload edited videos to cloud hosting platforms for public viewing and accessibility.
  • Enhance meeting recordings with title slides, trimmed footage, and adjusted sound/video quality.
  • Maintain an organized archive of meeting recordings for historical and public reference.

Portal and Public Services Support
  • Provide technical support for all public portals, ensuring seamless online service access.
  • Manage and support the following systems:
    • Citizen Self-Service (CSS) Portal (Licenses, Permits, Planning)
    • Resident Access Portal (Utility Billing, Property Tax)
    • Employee Intranet Portal
    • Open Checkbook (Financial Transparency)
    • Capital Improvement Projects (CIP) Portal (Collaborate with GIS to maintain data and photos)
    • Employee Self Service Portal (ESS)
    • Vendor Self Service Portal (VSS)

Emergency Alert System Management
  • Oversee the city’s website alert system and Notify ME to ensure timely distribution of notifications.
  • Function as part of the Crisis Communications Team and provide support as outlined in corresponding plans and directives.

Presentation and General IT Support
  • Develop presentations for the City Manager, Mayor, and Council as needed.

Other Related Duties
  • Perform additional duties as required to support digital engagement and IT operations.

Typical Qualifications

KNOWLEDGE REQUIRED BY THE POSITION

  • Strong proficiency in website management, particularly using CivicPlus CMS.
  • Advanced knowledge of HTML, CSS, JavaScript, and web development frameworks.
  • Experience with WordPress, Drupal, Joomla, or similar CMS platforms.
  • Proficiency in graphic design software (Adobe Photoshop, Illustrator, Canva, etc.).
  • Experience with video editing tools (Adobe Premiere Pro, Final Cut Pro, Camtasia, etc.).
  • Familiarity with the Microsoft 365 ecosystem (Word, Excel, PowerPoint, Teams, SharePoint).
  • Strong understanding of website security protocols, including SSL, firewalls, and authentication methods.
  • Experience managing website analytics tools (Google Analytics, Matomo, etc.).
  • Knowledge of SEO best practices and content optimization for search engines.
  • Expertise in ADA/WCAG compliance for web accessibility (specifically Monsido).
  • Understanding of networking fundamentals and web hosting environments.
  • Ability to work with APIs and integrate third-party services into web platforms.
  • Strong problem-solving, troubleshooting, and debugging skills.
  • Ability to make independent decisions related to website functionality, content management, and ensuring compliance with web standards and security protocols.

Supplemental Information

SUPERVISORY CONTROLS

The Chief Communications Officer assigns work in terms of broad instructions and overall priorities. The supervisor spot-checks completed work for compliance with policies, procedures, and final deliverables. This position will work closely with the Information Technology Department.

GUIDELINES
  • City policies, web standards, and accessibility requirements (ADA, WCAG).
  • IT security policies and best practices in website management.
  • Interpretation and implementation of guidelines are necessary to maintain compliance with technical and legal standards.

COMPLEXITY/SCOPE OF WORK
  • The role involves a combination of technical, creative, and collaborative tasks, requiring expertise in web development, security, digital communication, and accessibility.
  • Responsibilities span multiple city departments, necessitating coordination with Communications, IT, GIS, and Public Engagement teams.
  • Ensuring security, accessibility, and usability across diverse platforms increases the complexity of the position.

  • Regularly communicates with city staff, contractors, vendors, and public stakeholders.
  • Engages with IT security teams, content creators, and department heads to implement and maintain digital solutions.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • Physical Demands: Primarily office-based, requiring extended periods at a desk and on a computer. Occasional attendance at city events is required.
  • Work Environment: Mostly an office setting, with occasional offsite meetings or event participation.

MINIMUM QUALIFICATIONS
Education and Experience:
  • Bachelor’s degree in Web development, Computer Science, IT, Communications, or a related field.
  • Three (3) or more years of experience in web development, content management, or digital media production.
  • Equivalent work experience may be considered in lieu of a degree.
Technical Skills:
  • Expertise in web design, CMS management, website analytics, and security protocols.
  • Knowledge of ADA compliance standards and user experience best practices.
  • Experience in video recording, editing, and publishing.
  • Strong ability to troubleshoot web-related issues and implement effective solutions.


The City of Lawrenceville offers a complete benefits package to full-time employees including health care, dental, vision, retirement, deferred compensation plans, health savings accounts, life insurance, long-term disability, short-term disability, holidays, and personal time off.

Health

  • Health insurance benefits become active on the 31st day of employment. Health benefits include major medical, dental, and vision. There are three options.
  • PPO – Options A & B with HRA (HRA is City funded through wellness program initiatives).
  • HDP with HSA (HSA is City funded through wellness initiatives and also voluntarily employee funded).
Retirement
  • Retirement plans are Defined Contribution (401a), and Deferred Compensation (457b).
    • The 401a (City makes a 4% contribution beginning on first pay period after hire date)
    • 457b (Employee contributions only)
  • If an employee contributes at least 4% into the 457b, which is voluntary, the City will make an additional 6% contribution into the 401a, totaling 10% into the employee’s 401a.
  • Each contribution is a percentage of the employee’s earnings for that pay period.
  • There is a graduated vesting schedule into the 401a plan.
    • One year - 20%
    • Two years – 40%
    • Three years – 60%
    • Four years – 80%
    • Five years – 100%
Protection
  • There is City paid short-term disability, long-term disability, accidental death & dismemberment (AD&D) and life insurance that pays two times the employee’s annual salary. Employees can opt into supplemental life insurance for self, spouse and children and pay the premium.

The City observes twelve (12) paid holidays per year:

  • Employees earn PTO in lieu of individual vacation and sick leave; PTO is earned as follows:
    • First year of service – 3.692 hours per pay period (Department Directors accrue PTO hours at a rate of 5.538 from first day and moving forward until after ten years of service).
    • 1-5 years of service – 5.538 hours per pay period
    • 5-10 years of service – 7.384 hours per pay period
    • 10-15 years of service – 9.230 hours per pay period
    • Over 15 years of service – 11.076 hours per pay period
  • Salaried employees are given 40 hours of Comp Vacation on January 1st of each year, that must be used by December 31st of that same year.
Pay Interval
  • Employees are paid on a bi-weekly basis; pay periods begin on Sunday and payday is every other Thursday. There is a mandatory direct deposit requirement.
Tuition Reimbursement
  • Tuition Reimbursement towards associate’s, bachelor’s or master’s degrees, available to all full-time employees after one year of employment. (exclusions apply)
