Performs complex work inspecting the construction associated with development and capital improvement projects to ensure the safety, economy, and compliance of projects through plans, specification, various codes, and departmental policies. This position works under the general supervision of the Construction Inspection Supervisor and has moderate discretion for decision making.
EXAMPLE OF DUTIES
Schedules construction inspections and monitors for completeness.Performs field inspections of grading, temporary erosion and sediment controls, water, wastewater, stormwater, driveway, pavement, and sidewalks construction as well as traffic control/work zone safety.Inspects and performs oversight on the installation of water, wastewater, and storm sewer utilities.Coordinates with an independent testing lab for materials testing required by project specifications.Inspects subdivisions for compliance and adherence to approved plans.Interacts with contractors and the public as representatives of the city on construction related matters.Reviews plans and specifications of construction projects and attends pre-construction meetings as required.Inspects and coordinates utility construction inspections for right-of-way use/dry utility permits.Oversees the performance of field inspections to evaluate the work performed and the materials used and verifies the quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations.Performs field tests on construction materials for compliance with technical specifications.Meets and corresponds with consulting engineers, developers, and contractors to discuss plan revisions.Documents deficiencies and deviations from plans and refers serious problems and disagreements in interpretation with the Engineering Staff. Responds to and resolves public inquiries and complaints related to development and capital improvement projects (CIP).Attends final project walkthrough meetings to review data and answer questions as needed.Assists in the project close-out process by reviewing as-built plans and other required documents for the issuance of a certificate of occupancy and/or city acceptance for each project.Reviews and makes recommendations regarding maintaining and updating inspection records and files.Maintains good documentation and files on all projects and supplements inspection records with photographs.Responds to requests for information; provides technical information to City staff as authorized; aids the public within scope of authority.Coordinates with GIS staff on as-built plans.Works hours other than the regular daytime schedule in the event of a special project or emergency response situations.Performs other related duties as may be assigned.Required Education and ExperienceHigh School degree or equivalent.Minimum of two (2) years of full-time work experience in land development for a city or consulting engineer. Required Certificate and LicensesValid Driver’s License from any state in the U.S. Must be able to obtain a Texas driver’s license within 90 days per state law. Preferred QualificationsAssociate’s degree in engineering or related field from an accredited college.Three (3) or more years of work experience in land development for a municipality or consulting engineer. Class “C” Water Distribution License.Class II Wastewater Collection License.
