The City of Lebanon is looking for an experienced professional to join the Finance Department as a Deputy Finance Director. The Deputy Finance Director works collaboratively with the Finance Director to administer the city’s integrated financial management structure, including accounting and reporting, treasury, debt and risk management, utility billing and collection, payroll and benefit programs, and budget preparation and administration. Provides day to day supervision of administrative staff and contracted assessing staff; and has primary responsibility for finance services; information services; and risk management programs.


Responsibilities include, but are not limited to:

  • Appointed as Deputy City Treasurer by the Finance Director.
  • Responsible for daily management of the Department, including scheduling, supervising and evaluating employees; and ensuring compliance with generally accepted accounting procedures, City policies/procedures and other legal requirements.
  • Assist the public, employees and other Departments with questions concerning issues within areas of Department responsibility.
  • Provide technical accounting oversight and guidance to City departments to ensure that generally accepted accounting procedures, City policies and other legal requirements are followed and that reporting requirements are met.
  • Provide technical oversight of accounting records by reviewing and analyzing financial records so that the City maintains an unqualified audit opinion; coordinate, assist and oversee preparation of annual independent audit.
  • Provide technical and verification oversight of reconciliation of City’s fixed asset accounting records completed by Financial Analyst and/or Accounting Clerk III
  • Partner with Finance Director to prepare financial statements that include management assertions about the City’s financial position, results of operations and cash flows. Assist in preparation of annual financial audit by independent auditors.
  • Maintain and improve City financial management systems in accordance with sound principles of internal control, minimizing inefficiencies and redundancies and assuring integrity of data; improve compliance and financial support activities by facilitating access to and implement of services and automated tools; reduce costs and increase the effectiveness of management reports through automated reporting capabilities.
  • Perform specialized accounting tasks such as project accounting, grant accounting and fixed assets accounting.
  • Oversee the cash management system, including collection of accounts receivable and prudent investment of available cash. Management of banking services including but not limited to account maintenance services; account analysis including cash flow projections; reconciliation services; daily collected funds reports; cash concentration services; investment services. Disbursement of payments in accordance with invoice terms, City policies, the City Charter and state law.
  • Supervise and/or participate in recording and reviewing financial records including reports, requisitions, journal entries and other financial data for accuracy, completeness and conformance with guidelines; interpret financial records and prepare records concerning the City’s financial condition.
  • Partner with Human Resources Department to maintain database(s) for employee insurance programs Maintain current knowledge of federal and state laws/regulations concerning benefits programs as well as details of benefit programs.
  • Oversee payroll system and processes. Maintain current knowledge of federal and state laws/regulations for payroll.
  • Participate as requested in labor contract negotiations; prepare cost impact analyses and projections in connection with negotiations and contract provisions.
  • Participate in the compilation of financial data for budget; monitor budget throughout fiscal year.
  • Prepare insurance renewal information for rate setting by property and liability carrier; generate and monitor liability claims upon notice by City departments and/or citizens; request insurance certificates for facilities used by City departments.
  • Develop and recommend Department policies and procedures for approval by Finance Director.
  • Ensure appropriate postings are made on City website regarding budget and other Finance Department matters.
  • Serve as a member of the Diversity, Equity, and Inclusion Committee and the Risk Management Committee.
  • Provide back-up for department staff as needed.
  • Maintain current knowledge of regional, State and federal developments and laws/regulations in areas of Department responsibility; as well as accounting and finance principles and practices.
  • Attend meetings, seminars and training as requested.
  • May serve as the Acting Finance Director and/or City Treasurer during his/her absence.
  • Performs similar or related work as required, directed or as situation dictates.

Minimum Qualifications:

Education, Training, and Experience:

  • Bachelor’s degree in accounting or related field, with major coursework in advanced accounting.
  • Minimum of five to seven years’ experience of progressively responsible technical, accounting and supervisory experience.

Licenses and Certifications:

  • Valid driver’s license


Physical Requirements:

Regularly required to walk, stand, sit, talk, and hear; operate office equipment; pick up paper, files and other common office objects. Ability to view computer screens and work with details for extended periods of time. Must occasionally move or lift objects weighing up to 30 pounds. Must be able to communicate effectively in writing and orally. Vision and hearing at or correctable to normal ranges.

Monday-Thursday, 7 AM - 5 PM
