The City of Lebanon is looking for an experienced professional to join the Public Works Department, within the Solid Waste Division, as a Solid Waste Manager. The Solid Waste Manager plans, organizes, directs, coordinates, and otherwise manages all aspects of the City's Solid Waste program; and prepares budgets for the Solid Waste division. The position oversees solid waste collection, commercial and residential recycling, composting, landfill operations, planning, and interagency coordination relative to solid waste and recycling issues and compliance with City, county, state, and federal regulations. Employees in this classification receive administrative direction within a framework of general guidelines and exercise supervision over subordinate supervisors. This job class functions at a division management level of classification and requires a thorough knowledge of effective solid waste collection/disposal methods and procedures. Position performs all other related work as required.

Responsibilities include, but are not limited to
:

  • Responsible for the daily operations of the solid waste facility, equipment, department employees, Household Hazardous Waste program, recycling and composting programs. Landfill operations include grading, waste placement, cover operations, litter control, leachate systems, gas systems, stormwater controls, perimeter controls, ingress and egress of traffic, maintenance and repair of facilities and equipment, and other related waste disposal and management activities.
  • Researches local, state and federal environmental laws and regulations, ensures compliance, and creates and submits required reporting to regulatory agencies. Determines impacts of new or modified regulations or state policies and develops or assists in modifying operations or facilities to comply with these regulations.
  • Develops long-range solid waste management strategies and plans.
  • Assists in the development and implementation of policies and procedures and other general
  • administration for the division.
  • Conducts daily and weekly site inspection of the facility as well as recyclables to schedule various pick- ups.
  • Maintains financial records and prepares annual budget, revenues, and Capital Improvement Plan. Regularly monitors finances to ensure operations are completed in accordance with the approved budgets and plans.
  • Participates in the selection of staff; prepares performance appraisals and recommendations for disciplinary actions, wage and salary actions, promotions, and related employment actions
  • Provides staff training and development so that daily operations comply with permits, solid waste codes and City policies and procedures.
  • Attends technical training sessions to improve knowledge of state and federal regulations and landfill management.
  • Evaluates data, plans, trends and issues concerning solid waste disposal and the operation of the Landfill.
  • Investigates solid waste complaints, notices and inquiries in cooperation with other City and State officials.
  • Works with Public Works Director, City Manager, member communities, and public on solid waste codes, standards, permits, record keeping and reporting.
  • Develops and provides education programs on solid waste and recycling issues.
  • Community outreach and education with public and other stakeholders.
  • Promotes waste minimization, environmental protection and environmental health in cooperation with Public Works Director, City Manager and member communities.
  • Responsible for the management of payment systems used for solid waste operations.
  • Operates equipment/vehicles safely and for intended purpose, oversees preventative and routine maintenance on all equipment, and provides training on equipment use and daily operations to employees as needed.
  • Oversees refuse being received; ensures proper handling by employees, supervises and monitors all required testing, and obtains required disposal authorizations for special wastes as necessary.
  • Ensures routine landfill environmental monitoring systems (groundwater and landfill gas probes) are sampled and maintained in accordance with permit requirements.
  • Leads and participates in design, specification, bidding and construction management of the City’s solid waste equipment and landfill improvements.
  • Prepares and reviews a variety of technical studies, feasibility studies, reports, and correspondence for projects.
  • Provides solid waste management assistance to residents, businesses and other departments and developers as requested. Promotes and maintains responsive community relations.
  • Works with other Public Works divisions to complete work tasks such as assisting with equipment and staffing for water breaks, winter maintenance, and the like.
  • Makes presentations and serves on a variety of committees to work with regulatory agencies,
  • the public, elected officials, and other agencies.
  • Makes presentations regarding solid waste and recycling issues to the City Council, other City
  • committees, and community groups.
  • Performs similar or related work as required, directed or as situation dictates.

Minimum Qualifications:

Education, Training, and Experience:
  • High School diploma or GED. Prefer an associate or bachelor’s degree in environmental science or related field.
  • Advanced educational training in solid waste management and/or chemistry, engineering, or related subjects.

Five years of increasing responsible experience in the operation, maintenance, or design of solid waste facilities including at least two years in a supervisory or administrative capacity in the operation of a solid waste enterprise.

Other combinations of education and experience that qualify an individual to perform the requisite job duties and responsibilities may be considered.

Licenses and Certifications:
  • NH Solid Waste Principal Operator Status (must be obtained within one year of hire and maintained as a condition of employment in accordance with Env-Sw 1603.5).
  • Valid driver’s license, including a safe driving record.

Hours of Work:
Monday - Friday, 8:00 AM - 4:00 PM with the expectation to respond to emergencies and attend meetings after hours.
