Nature of Work

Plans Examiner III- $39.58 - $57.44 per hour

The purpose of the class is to perform technical work in the examination of plans, blueprints, and specifications pertaining to the construction of industrial, commercial, and residential projects to ensure compliance with all applicable building / construction codes and ordinances. The class is responsible for examining plans, assisting Building Inspectors, enforcing codes, and reporting. Also responsible for assisting Building Official manage the department and train plan review staff.

Plans Examiner II- $36.60 - $53.11 per hour

The purpose of the class is to perform technical work in the examination of plans, blueprints, and specifications pertaining to the construction of industrial, commercial, and residential projects to ensure compliance with all applicable building / construction codes and ordinances. The class is responsible for examining plans, assisting Building Inspectors, enforcing codes, and reporting.

Plans Examiner I- $35.19 - $51.07 per hour

The purpose of the class is to perform technical work in the examination of plans, blueprints, and specifications pertaining to the construction of industrial, commercial, and residential projects to ensure compliance with all applicable building / construction codes and ordinances. The class is responsible for examining plans, assisting Building Inspectors, enforcing codes, and reporting.

Essential Job Functions

Examiner III

  • Researches and maintains currency in all applicable building codes; advises citizens and building professionals on construction requirements.

Reviews plans and specifications; advises citizens and building professionals on needed changes or corrections to meet codes; issues building permits and inspection certificates.

Performs on-site inspections as needed to ensure compliance with all applicable building codes; issues written warnings, citations, and violation notices.

Serves as a Trainer, as needed, for Internship and Cross-Training classes.

Responds to citizen complaints of code violations; inspects and verifies compliance or non-compliance with applicable codes.

Resolves disputes over provisions of codes when required.

Prepares logs, forms, and reports documenting results of inspections and other events or activities; maintains building permit and plans records; testifies in court as required.

Attends staff meetings to exchange information; attends classes or seminars to improve knowledge and skills.

Travels within assigned area for inspections and / or managing assigned projects.

Performs routine office tasks, such as typing, filing, faxing phoning, and copying.

Examiner II

  • Examines plans and specifications; advises citizens and building professionals on needed changes or corrections to meet codes.
  • Researches and maintains currency in all applicable building codes; advises citizens and building professionals on construction requirements.

    Assists and advises on-site inspectors to ensure compliance with all applicable building codes and issuance of written warnings, citations, and violation notices.

    Assess and resolve complaints received from clients, applicants, public, designers, contractors or co-workers.

    Prepares logs, forms, and reports documenting results of inspections and other events or activities; maintains plans and related records; testifies in court as required.

    Resolves disputes over provisions of codes when required.

    Attends staff meetings to exchange information; attends classes or seminars to improve knowledge and skills.

    Performs routine office tasks, such as typing, filing, faxing, phoning, and copying.

    Examines construction work. Performs inspections as needed.

    Investigates complaints.

    Examines material specifications, wiring, fixtures, plumbing, air conditioning, heating, structures, etc.

    Travel within assigned area for inspections and / or managing assigned projects.

    Examiner I

  • Examines plans and specifications; advises citizens and building professionals on needed changes or corrections to meet codes.
  • Researches and maintains currency in all applicable building codes; advises citizens and building professionals on construction requirements.

    Assists and advises on-site inspectors to ensure compliance with all applicable building codes and issuance of written warnings, citations, and violation notices.

    Resolves disputes over provisions of codes when required.

    Prepares logs, forms, and reports documenting results of inspections and other events or activities; maintains plans and related records; testifies in court as required.

    Attends staff meetings to exchange information; attends classes or seminars to improve knowledge and skills.

    Travel within assigned area for inspections and / or managing assigned projects.

    Performs routine office tasks, such as typing, filing, faxing, phoning, and copying.

    Minimum Requirements

    All levels require the minimum of a high school diploma or GED and formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in engineering, construction, or a closely related field. Requires a valid State of Florida Driver's License and satisfactory driving record as a condition of initial and continued employment.

    Examiner III

    This level requires formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in engineering, construction, architecture, or a closely related field.

    Requires minimum 15 years of construction, engineering, drafting, or trade related experience or formal education in the construction / engineering field plus field experience, or a combination of these to meet eligibility requirements for licensure -OR- be a Florida registered Architect with 4 years post-license experience.

    Considerable knowledge of State and local codes and laws for commercial, industrial and residential building construction. Knowledge of appropriate codes, standards, and ordinances and ability to interpret these during Plan Review is required. Ability to read and interpret complex building / construction plans, diagrams, blueprints, and specifications. Required to travel within the assigned area for inspections and / or managing assigned projects. Must have a working knowledge of municipality inspection methods and procedures. Working knowledge of office & tablet computer software - Microsoft Office®™© applications (i.e. : Microsoft Word®™©, Microsoft Excel®™©, etc.), Outlook, etc. The following is not required, but preferred : prior Building Department plan review / inspection experience; prior knowledge of Perconti CD permitting program, or other permitting programs; experience training staff members in either classroom, office, or field conditions.

    LICENSE / CERTIFICATES :

    Requires one of the following :

  • Have 7-9 of the Florida licenses listed in Florida Statute 468 (minimum five plan review) for building, electrical, plumbing, mechanical, coastal, or residential : (Note : residential inspector license will count as 2 licenses, and a NFPA Fire Inspector license may count as 1 license); OR
  • A Florida registered Architect.
  • Incentive pay of $1.00 per hour will be paid for each approved additional license earned beyond date of hire or promotion. Incentive will cease upon promotion.

    Examiner II

    Requires one of the following :

  • A Florida registered Architect.

    Health Insurance : Health Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is BCBS of Florida.

    Dental Insurance : Dental Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is United Health Care.

    Vision Insurance : Vision Insurance is effective after 90 days of employment. Provider is United Health Care.

    Employee Wellness Center : Free to employees, dependents, and retirees who are enrolled in the City's health insurance. The EWC provides free onsite Health Risk Assessments, doctor appointments, basic lab work, and some generic prescriptions.

    Retirement : A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan.

    All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account

    Life Insurance : $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.

    Bereavement Leave : 24 hours of leave with pay.

    Holidays : 11 paid holidays.

    PTO Sell Back program : Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement.

    Computer Purchase : The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions.

    Fitness Programs : The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are : Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness.

    Safety Shoes : The City will pay up to $150.00 per year for the cost of one pair of approved safety shoes / boots for those positions requiring safety shoes / boots.
