IMPORTANT INFORMATION REGARDING THIS POSITION:

The selected candidate will work under the supervision of a professional engineer. The successful candidate could be a designer with experience or an EIT with the essential skills and knowledge required by the position. It is unlikely one person will possess all of the knowledge, skills, and abilities outlined below but it is expected the selected candidate will engage in developing them. An EIT candidate will be encouraged and given the experience to pursue their professional engineering license. The anticipated hiring range for this position is $52,636.71 - $56,385.76 annually. The full salary range is $52,636.71 - $71,738.44 annually. This position is open until filled. 


Position Summary:

Under the general direction of the Engineering Project Supervisor perform a variety of duties involving technical office and field engineering/inspection work, including the review and design of streets, sewers, water systems, storm drainage, building, and other capital improvements; perform field surveys during design and construction phases of public works projects; provide technical writing for project applications and documents.

Essential Functions:

Provide engineering design and drafting services to staff engineers utilizing AutoDesk/AutoCad Civil 3D or similar software for public works projects. 

Provide technical writing for capital projects, including grant proposals and applications, technical memoranda, press releases, planning documents, and assisting capital engineers in developing technical specifications. 

Perform a variety of duties involving technical office, field engineering, and inspection work, including the review and design of streets, sewers, water systems, storm drainage, and other capital improvements. 

Perform calculations, drafting, and design related to the preparation of plans and specifications for the construction of streets, sewers, storm sewers, water system facilities, and other public works projects; operate computers and applicable drafting software to draft and design projects. 

Conduct field surveys during design and construction phases of public works projects; create design and topographic base map drawings from survey data; maintain records for capital improvement projects as needed.

Operate a variety of professional survey equipment including GPS rovers, total stations, data collectors, levels, calculators, and computers.

Develop and propose revisions or updates to City engineering standards and specifications. 

Perform field work and calculations related to engineering studies. 

Assist in maintaining a current GIS and asset management database of City owned infrastructure, and related GIS maps.

Provide technical assistance to the public, construction personnel, and consulting engineers. 

Interact in a professional manner with personnel, customers and other agencies. 

Perform related duties as assigned.

Licenses And Other Requirements:

Must possess a valid Idaho State driver’s license.  Engineer In Training (EIT) Certification preferred.

 

Education And/Or Experience:

High school diploma and a minimum of two years of progressive experience in civil engineering technology or a two or four year college degree in civil engineering technology or a closely related field. Progressive experience using recent AutoDesk/AutoCAD design, surveying and drafting software such as Civil 3D or Completion of AutoDesk/AutoCAD training courses and college-level coursework is a plus.  

Knowledge & Abilities:

Operation of computer-aided drafting, engineering and drafting software. 

Knowledge and experience regarding contemporary methods, equipment, drafting techniques, software applications and materials used in civil engineering. 

Drafting, mapping, surveying, and construction inspection techniques, instruments and equipment.

Knowledge of construction, maintenance, and repair procedures, practices, techniques, equipment, and materials used for street maintenance.

Knowledge of technical writing including grant proposals and applications, technical memoranda, press releases, planning documents, and project specifications.

Good oral and written communication skills, including correct English usage, grammar, spelling, punctuation and vocabulary.

Knowledge and experience of principles and practices of civil engineering. 

Basic mathematics including geometry, trigonometry, and engineering design principles.

Principles of street, sewer, water and storm drainage design.

Knowledge of modern office practices, procedures and equipment.

Demonstrate good interpersonal skills including tact, patience and courtesy to others. 

Ability to perform technical engineering duties related to assigned area of specialty.

Explain technical or scientific ideas in simple and clear language.

Interpret various references of engineering design criteria and City regulations.

Perform a variety of duties involving technical office and field engineering work, including the review and design of streets, sewers, water system, storm drainage, building and other capital improvements.

Conduct land use reviews, including the review of streets, sewers, water systems, storm drainage, building, and other capital improvements.

Ability to perform field surveys and field inspections related to engineering; taking accurate and detailed notes and measurements.

Ability to sit for extended periods and intermittently be able to move, stand, kneel, stoop, bend and twist at the waist, walk, traverse uneven slopes and terrain, drive a passenger car, pickup truck, or van and work in all types of weather.  

Ability to speak and exchange information. 

Ability to see, including close vision.

Ability to work independently with little direction, manage multiple projects and meet deadlines. 

Ability to understand, interpret and apply applicable laws, codes, ordinances, regulations, policies and procedures.

Take accurate and detailed field notes and measurements.

Working Conditions:

Indoor and outdoor work environment, subject to adverse weather conditions; driving a vehicle to conduct work.

Sufficient body mobility, flexibility, and balance to perform duties in and around construction sites.  Work in or around active traffic and or construction equipment.

Sufficient vision or other powers of observation, with or without reasonable accommodations, which permits the employee to review and evaluate complex project designs and plans and operate a computer or related equipment.

Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodations, which permits the employee to, discern verbal instructions, effectively communicate with others in person or on the telephone.

Occasionally, lifting or moving components weighing up to 50 pounds.

Sufficient, dexterity of hand and fingers to operate a computer or related equipment.
