What are the responsibilities and job description for the Parks Beautification Supervisor position at City of Liberal?
The fundamental reason this classification exists is to supervise the work performed in the care and maintenance of parks, special facilities, parkways, medians, gardens and municipal building areas within the City of Liberal or assigned geographic area. Supervision is exercised over a Parks Services Beautification Technicians and/or a combined crew of Parks Services Technician I and II. The Parks Services Beautification Supervisor works under the direction of a Parks Services Director.
ESSENTIAL FUNCTIONS:
- Inspects parks and associated facilities to ensure proper care and maintenance, and makes recommendations for improvements
- Supervises the work of crews engaged in the planting, care, and maintenance of lawns, shrubs, flowers, flora, fauna, perennials, and annuals
- Instructs employees in the proper care and maintenance of park equipment, machinery and tools
- Instructs employees in the hazards and safety precautions, techniques and methods used in the application of toxic insecticides, herbicides and cleaning chemicals
- Estimates material and labor cost figures for park construction and maintenance
- Assists with final inspections of construction projects
- Requisitions materials, supplies, and equipment needed for the maintenance of assigned park facilities
- Keeps records and prepares written reports, job cost estimates and budget information
- Reviews and monitors service requests
- Works with neighborhood and community groups on matters of civic and park and recreational interest
- Operates power driven machinery such as a weed eater, and edger.
- Develops procedures from general instructions
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
- Additional duties as assigned.
Required Knowledge, Skills and Abilities:
Knowledge of:
- Principles and practices of supervision and personnel administration.
- Parks maintenance, operation, and management.
- Flower, shrub and grass planting, pruning, cultivating, fertilizing, watering, and other aspects of plant propagation and care.
- Occupational hazards and safety precautions.
Ability to:
- Perform a broad range of supervisory responsibilities over others.
- Communicate in the English language by phone or in person in a group or one-to-one setting.
- Learn job-related material primarily by making inferences from written materials and through structured lecture.
- Travel across rough, uneven, or rocky surfaces.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with the general public and other City employees.
- Work safely without presenting a direct threat to the incumbent or others.
Work Environment:
- Move heavy objects up to 50 pounds in short distances (20 feet or less).
- Move light objects (less than 20 pounds) long distances (more than 20 feet).
- Travel across rough, uneven, or rocky surfaces.
- Bend or stoop repeatedly or continually over time.
- Work in a variety of weather conditions with exposure to the elements.
- Lift arms above shoulder level.
- Make fine, highly controlled muscular movements to adjust the position of control mechanisms.
- Coordinate the movement of more than one limb simultaneously, such as operating a clutch and accelerator.
- Climb ladders or steps to reach objects.
Additional Requirements:
- Position requires the use of City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and maintain an acceptable driving record.
- Ability to successfully pass a background check and any other pre-employment screenings.
ACCEPTABLE EXPERIENCE AND TRAINING
Five years of experience in parks maintenance, with three years of supervisory experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
