What are the responsibilities and job description for the Accounts Payable-Procurement Specialist position at City of Liberty Lake?
The City of Liberty Lake is seeking a qualified and enthusiastic employee to serve our City as our Procurement Specialist.
The role of the Procurement Specialist is to coordinate and manage the purchasing and contracting of Public Works projects, equipment, vehicles, goods, and services for the City. This position will provide a broad range of support and guidance for best value and cost-effective purchasing, including grant writing and administration. This position will work closely with Finance & Administration to ensure compliance with state and local regulations and will be responsible for researching and updating the City’s procurement related policies and procedures.
Job Summary
A. Maintains records, logs and files; verifies accuracy of information; processes various routine requirements, which may include credit card purchases, invoices, claim vouchers, requisitions, and purchase orders.
B. Orders, receives, maintains inventory of, and issues parts, supplies and equipment.
C. Consults with departments on purchasing needs and specification requirements.
D. Manages the competitive procurement process from specification development through award.
E. Manage and update procurement related policy and procedure documents.
F. Research and submit local, state, and federal grant applications in coordination with the City Administrator and department heads.
G. Instructs and advises department personnel on methods and procedures for procurement.
H. Coordinates public records requests and responses.
I. Processes contracts; monitors for completeness, accuracy, and appropriateness of payments.
J. Coordinates and expedites production schedules and delivery arrangements between suppliers and City purchasing and contracting procedures.
K. Researches vendors, contractors, and markets to determine alternative sources, types of materials, supplies, methods, and availability, quality, and price of products or services. Develops and maintains a list of vendors that meet the standards of the City.
L. Facilitates training of departmental staff in the implementation and ongoing use of purchasing and contracting procedures.
M. Disposes of surplus, obsolete, and damaged stock by selling, exchanging, or by other means appropriate.
N. Other duties as assigned.
MINIMUM QUALIFICATIONS:

Preferred Experience:
- Knowledge of relevant city, state, and federal laws, regulations, and purchasing policies.
- Knowledge of accounting, financial, and legal procedures related to procurement and disbursement.
- Knowledge of purchasing methods, techniques, and procedures, including buying, inspection, shipping, receiving methods, and materials management.
- Knowledge of local, state, and federal accounting principles and auditing standards.
- Knowledge of modern office practices and procedures.
- Experience in working in the public sector with project and/or customer service interface is desired.
Required Credentials:
- High school diploma or GED.
- Minimum Associate of Arts degree in Business Administration, Finance, Accounting, Public Administration, or related field.
- Possession of a valid driver’s license, or the ability to obtain one within one month.

RETIREMENT BENEFITS

401A: A predetermined percentage of each check will be contributed to this plan.
457: This is a voluntary plan that employees can contribute an additional dollar amount or a percentage of each check.
PAID TIME OFF
City of Liberty Lake observes eleven (11) paid holidays, prorated based on hire date. Thirty-two (32) hours of floating holiday are provided each year; however, the hours are prorated based on the quarter hired for the first year. Employees accrue four (4) hours of paid vacation year pay period. Sick leave is frontloaded upon hire with forty (40) hours, after six (6) months employees will accrue four (4) hours per pay period.
