This position performs specialized, sub-professional engineering work involving the application of skilled technical knowledge. Plans, reviews and is engaged in preparing, drawings, specifications, or studies. This position works closely with contractors, utility providers, suppliers, and various City staff through the design and construction of capital improvement projects.
RESPONSIBILITIES & DUTIES:

- Collaborates with stakeholders to define project scope, objectives, and deliverables.
- Ensures projects align with municipal codes, environmental regulations, and city planning goals.
- Acts as the primary liaison between city departments, contractors, developers, and community stakeholders.
- Coordinates with utilities, transportation agencies, and other entities to minimize disruptions during project execution.
- Manages multiple capital improvement projects simultaneously and ensure progress adheres to approved plans, budgets, and timelines.
- Reviews site plans, erosion control plans, storm water pollution protection plans, temporary traffic control and detour plans, and ensures proper implementation of these plans.
- Ensures all projects comply with local, state, and federal regulations, including environmental impact assessments and stormwater management requirements.
- Provides inspection and detailed documentation of capital and private development projects including field reports, daily logs, and pictures.
- Conducts regular site inspections to ensure construction meets approved plans and safety standards.
- Completes necessary documentation and closeout procedures according to federal, state, and local laws and requirements.
- Identifies opportunities to streamline project management processes and improve efficiency.
- Evaluates completed projects for lessons learned and implement findings in future initiatives.
- Mitigates community concerns about construction impacts like traffic disruptions or noise.
- Fosters a collaborative environment among city departments, contractors, and external stakeholders.

MINIMUM QUALIFICATIONS:

Required Experience:
o Five (5) years of experience in public works operations, infrastructure projects, or related fields.
Required Credentials:
v Associate’s Degree or in Engineering, Project Management, Construction Management, or similar field; or a combination of experience and education.
v Possession of a valid driver’s license.
INSURANCE BENEFITS
Eligibility: Coverage begins for new hires and their dependents on the first day of the month, following the first day of employment.
Medical: Qualified employees may select from three health plan options; The monthly premium varies depending upon the plan and coverage level selected.
Dental: Dental insurance is provided by Delta Dental of Washington. The monthly premium is minimal for employees and eligible dependents.

HRA VEBA: Upon the adoption of the annual budget, the City of Liberty Lake contributes a predetermined dollar amount to the employee’s HRA VEBA account on an annual basis.

RETIREMENT BENEFITS
Public Employees' Retirement System: PERS Employees' Retirement System (PERS) is a plan choice retirement plan (PERS 2 or PERS 3) covering non-uniformed employees.
Deferred Compensation
The City does not participate in Social Security. However, the City has adopted a 401(A) Social Security substitute plan.
401A: A predetermined percentage of each check will be contributed to this plan.
457: This is a voluntary plan in which employees can contribute an additional dollar amount or a percentage of each check.
PAID TIME OFF
City of Liberty Lake observes eleven (11) paid holidays, prorated based on hire date. Thirty-two (32) hours of floating holiday are provided each year; however, the hours are prorated based on the quarter hired for the first year. Employees accrue four (4) hours of paid vacation year pay period. Sick leave is frontloaded upon hire with forty (40) hours, after six (6) months employees will accrue four (4) hours per pay period.
