JOB SUMMARY:
This is a highly experienced law enforcement investigative position. Incumbents, under general supervision, perform work of varying difficulty in obtaining, analyzing, and evaluating investigative information and intelligence; provides investigative case support, searches criminal information databases, performs work of varying difficulty in analyzing and evaluating crime trends, crime series and patterns, through use of criminal information databases; and performs other related duties within the Liberty Lake Police Department [herein referred to as Agency].
This non-commissioned classification is responsible for researching, identifying, collecting, organizing, analyzing, investigating, and presenting advanced technical, analytical, and investigative reports in support of the Agency’s investigations and prosecutions; and may assist other local, state and federal agencies. In addition, this position will assist the development and implementation of directed patrol programs and task forces.
ESSENTIAL JOB FUNCTIONS:

Incumbent may not be required to perform all job functions and may be required to perform additional, position specific tasks.
· Support investigations of reported crimes, produce photograph montages for victim and/or witness identification, assist with necessary searches and follow up investigations as necessary, assist in preparing cases for prosecution, utilize criminal justice information systems to input and retrieve information to include NCIC, WACIC, RMS, CAD, Coplink, LinX, RISS, WSIN, Lexis Nexis, LEADS Online, and CellHawk.
· Conducts research and collects, compiles and analyzes information from appropriate sources on specialized topics related to law enforcement; prepares comprehensive technical and analytical reports and records; presents and interprets data and identifies solutions and proposals on issues facing law enforcement; research methodologies in collecting data pertaining to criminal activities; uses Structured Query Language (SQL) and ad hoc reporting tools (such as Crystal Reports) to collect, process, and obtain data such as burglary and robbery reports, thefts from motor vehicle reports, and stolen motor vehicle reports.
· Conduct evidentiary downloads of information from video, computer, and communication devices.
· Assist in preparing or providing investigative information and intelligence to be used in probable cause instruments such as warrants and affidavits; assist in managing the collection of intelligence and evidence relative to warrant services.
· Coordinate with other local, state, and federal law enforcement agencies for information regarding investigations and threats.
· Conduct due-diligence investigative activities to include authoring and serving search warrants, preparing written reports, swearing affidavits, producing exhibits for use in court; conducting searches of areas, structures, vehicles, property and people; testifies in court to the facts of a case and the methods used in gathering evidence.
· Conduct unsupervised investigative research on tips, suspects, subjects and networks.
· Prepare aids and assist in free talks, debriefs, and interviews.
· Support investigators with contacts who have information related to crimes.
· Under supervision, maintain contact with paroled criminals and suspects at large; support and assist undercover confidential informants and decoys in investigations; assist with checks on known and possible stolen property at outlets such as pawn shops and second-hand stores.
· Prepare reports, link charts, review association matrices, criminal information bulletins and graphic presentations of statistical data; present findings to law enforcement personnel.
· Collect and analyze raw data from numerous sources and develop it into usable tactical and strategic planning concerning individuals and trends.
· Uses data collected from arrest reports to identify trends on crimes in surrounding neighborhoods and businesses to build cases.
· Tracks crime trends, plots maps of the trends, and prepares statistical and analytical reports on crime.
· Plans, organizes, and conducts reviews and studies in criminal information; conducts research and collects, compiles, and analyzes information from various sources.
· Administer and maintain commercial and locally created databases.
· Train law enforcement partners in investigative operations, investigative support, and technical knowledge.
· Perform specialized duties depending on an individual’s background, ability, and the needs of the Agency; or as required and/or assigned.
· Listen to and analyze jail calls for intelligence and investigative value.
· Provide assistance with cyber investigations.
· Report with punctuality and attend training and briefings as directed.
MINIMUM REQUIREMENTS:
Applicant must be a citizen of the United States, a lawful permanent resident, or a deferred action for childhood arrivals (DACA) recipient; and must be able to speak, read, and write the English language with proficiency; with a high school diploma or GED.
· A valid driver’s license is required at the time of application and must be retained throughout employment.
· Applicant must be proficient with all Microsoft Office products.
In addition to the above requirements, applicants must qualify in at least one of the following:
· Applicants must have a Bachelor’s degree or higher from an accredited college or university plus an equivalent to at least two (2) years of full-time professional experience supporting law enforcement investigations; or,
· Applicants must have an equivalent to at least six (6) years of full-time professional experience supporting law enforcement investigations.
PHYSICAL REQUIREMENTS:
· Vision sufficient to read rules, regulations, policies, procedures, computer screens, and computer printouts with no color deficiencies.
· Hearing and speech sufficient to hear and make oneself heard in conversations in person, in front of groups, and over the telephone.
· Mobility sufficient to safely move around an office environment and to travel to other locations for departmental purposes.
· Physical strength sufficient to safely lift and carry routine office supplies up to 50 lbs. with ease.
· Dexterity sufficient to safely operate office equipment including keyboards of computers and laptops.
· Endurance sufficient to maintain efficiency throughout the entire shift and perform during extended hours.
· Maintain a professional and appropriate appearance.
DEPARTMENTAL WORK ENVIRONMENT:
· General conditions will be inside a climate-controlled environment, but applicant must be able and willing to work outside in changing weather conditions as circumstances dictate.
· Work normal daytime hours with ability to flex to work in 24-hour, seven-day week operations. This includes day/night shifts, weekends, holidays, and overtime as required. Variety of schedules include but are not limited to 8, 10 and 12-hour shifts.
· Work may include emergency situations that can be physically demanding for long periods of time.
· Work may include exposure to media files and details that may be considered graphic and/or grossly offensive to human senses.
DESIRABLE QUALIFICATIONS:
· Certified as a Law Enforcement Analyst through the International Association of Crime Analysts (IACA) or Internation Association of Law Enforcement Intelligence Analysists (IALEIA).
· Analysis specialization or subject matter expertise in an investigative field; for example, sex crimes, property crimes, narcotics, domestic terrorism, financial investigations, etc.
· Prior experience as a Detective or Investigator for law enforcement agency or private investigative firm.
· Experience and/or knowledge related to collection of computer media files, video systems (CCTV), cell phone data files, and social media platforms.
With a functional understanding of:
· Legal processes and instruments such as information and preservation requests, subpoenas, and warrants.
· Cellular and mobile device investigations to include downloading information from mobile devices, analyzing phone tolls and cell phone data records, collecting and analyzing location-based data.
· Case management software and law enforcement databases.
· Social media investigative procedures.
· Evidence collection and chain of custody.
· Financial investigations.
· Gang investigations.
· Criminal statutes and constitutional and civil law requirements and restraints of their enforcement.
· Policies and procedures of the Agency.
· Automatic license plate readers and/or other real-time crime center technologies and applications.

· Principles and practices of statistical analysis.
· Pertinent federal, state, and local laws, codes and regulations pertaining to open records and the dissemination of information.

· Relational Database Systems theory and operation, including SQL and data mapping.
· Use of ESRI tools.
· Investigative techniques using confidential informants.
· Computer forensics and investigations related to Internet Crimes Against Children (ICAC), human trafficking and prostitution.
· Exercising independent judgement and integrity with case information.
· Work independently with organizational skills and ability to prioritize/triage tasks.
· Maintain effective working relationships with management, subordinates, vendors, fellow employees, and members of the general public.

RETIREMENT BENEFITS

Deferred Compensation
The City does not participate in Social Security. However, the City has adopted a 401(A) Social Security substitute plan.
401A: A predetermined percentage of each check will be contributed to this plan.
457: This is a voluntary plan in which employees can contribute an additional dollar amount or a percentage of each check.
PAID TIME OFF
City of Liberty Lake observes eleven (11) paid holidays, prorated based on hire date. Thirty-two (32) hours of floating holiday are provided each year; however, the hours are prorated based on the quarter hired for the first year. Employees accrue four (4) hours of paid vacation year pay period. Sick leave is frontloaded upon hire with forty (40) hours, after six (6) months employees will accrue four (4) hours per pay period.
