RESPONSIBILITIES & DUTIES:

A. Assists with the planning, scheduling and implementation of right-of-way and trail maintenance and operation activities designed to provide quality roadways, trails, facilities, and special events.
B. Performs a variety of tasks including right-of-way mowing, turf maintenance, weed control, pesticide application, leaf and brush removal, sprinkler maintenance and operation to include backflow certification and testing with minimal supervision.
C. In coordination with the Public Works Director and other Crew Supervisors, responds to complaints and service requests regarding right-of-way maintenance and operations.
D. Assists in bidding and selection of vendors for necessary parts, repairs, new purchases and maintenance needs, and oversees their work if applicable.
E. Creates and maintains a variety of records relating to inspections, repairs and other maintenance activity.
F. Responds to complaints and service requests regarding streets and parks maintenance and operations.
G. Ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
H. Operates equipment of various sizes and weights.
I. Within the limits of available tools, equipment, supplies and funding, performs emergency or specialty maintenance work such as irrigation breaks.
J. May be required to be on-call and/or called back to work with or without notice to respond to the maintenance or other/special event needs of the City.
K. May be assigned to emergency service crews or to snow removal duty as needed.
L. Plans and prioritizes construction, installation, renovation, maintenance, and repair duties and assigned responsibilities; performs work and ensures the work of others is performed in accordance with sound safety practices and proper work methods and procedures.
M. Provides functional oversight of assigned part time and temporary employees including weekly and monthly work plans and scheduling.
N. Provides input on operations, budget and maintenance activities; analyzes data, makes purchases, develops system maintenance schedules.
O. Responds to routine and non-routine inquiries from the public; investigates and responds appropriately to citizen complaints and requests for customer service.
P. Performs other duties as assigned or assists other City staff members in promoting the accomplishments of the City’s stated goals.
Q. Assist in applicant screening, interviewing, and training of new employees.
R. Provides coaching, counseling, and discipline of employees with Director and Human Resources support.
S. Provides feedback to Director for completion of annual performance appraisals.
T. Perform other duties as assigned
MINIMUM QUALIFICATIONS:

Required Credentials:
- Education: Graduation from high school education or GED equivalent and four (4) years of relevant experience; or
- Bachelor’s Degree in a related field and two (2) years of relevant experience
- Possession of a valid driver’s license or the ability to obtain one within one (1) month.
INSURANCE BENEFITS
Eligibility: Coverage begins for new hires and their dependents on the first day of the month, following the first day of employment.
Medical: Qualified employees may select from three health plan options; The monthly premium varies depending upon the plan and coverage level selected.
Dental: Dental insurance is provided by Delta Dental of Washington. The monthly premium is minimal for employees and eligible dependents.
Vision: Vision coverage is paid for by the City of Liberty Lake.
Life Insurance - Employee Only: Group Term Life Insurance and AD & D for the employee is paid for by the City of Liberty Lake.
Life Insurance - Eligible Dependent(s): Group Term Life Insurance for eligible dependent(s) is paid for by the City of Liberty Lake.
Long-Term Disability Insurance: Long-Term Disability Insurance is paid for by the City of Liberty Lake.
Employee Assistance Program
The Employee Assistance Program (EAP) is a referral and counseling service for employees and their eligible dependents.
HRA VEBA: Upon the adoption of the annual budget, the City of Liberty Lake contributes a predetermined dollar amount to the employee’s HRA VEBA account on an annual basis.
Voluntary Benefits: The City of Liberty Lake offers voluntary benefits such as supplemental life insurance for employees and spouse/domestic partners, and dependent children.
RETIREMENT BENEFITS
Public Employees' Retirement System: PERS Employees' Retirement System (PERS) is a plan choice retirement plan (PERS 2 or PERS 3) covering non-uniformed employees.
Deferred Compensation
The City does not participate in Social Security. However, the City has adopted a 401(A) Social Security substitute plan.
401A: A predetermined percentage of each check will be contributed to this plan.
457: This is a voluntary plan in which employees can contribute an additional dollar amount or a percentage of each check.
PAID TIME OFF
City of Liberty Lake observes eleven (11) paid holidays, prorated based on hire date. Thirty-two (32) hours of floating holiday are provided each year; however, the hours are prorated based on the quarter hired for the first year. Employees accrue four (4) hours of paid vacation year pay period. Sick leave is frontloaded upon hire with forty (40) hours, after six (6) months employees will accrue four (4) hours per pay period.
