What are the responsibilities and job description for the Plans Examiner I position at City of Lincoln/Lancaster County?
Full time 40 hrs/week employment, 8:00am to 4:30pm Monday through Friday.
Salary dependent on years of experience and demonstrated skill and ability levels.

This position involves responsible technical work processing applications, drawings, specifications, and other required documents submitted by customers for the purpose of obtaining building permits. This person plays an important role in streamlining the construction process and promoting a safe community for the residents of Lincoln and Lancaster County. Customer service skills are essential.
Specific examples of work may include but may not be limited to the following:
Performs digital plan reviews, examines, and analyzes plans submitted for building permits to ensure that they conform to applicable building codes, zoning codes, and other relevant regulations; checks to see that the property is zoned correctly for its intended use and in compliance with yard, height, area and other zoning requirements and that building construction meets the general requirements of the building code for the type of occupancy proposed.
Records inspection results and plan review comments in permit tracking software. Monitors status of plans
through approval, denial, or expiration.
Must communicate in a professional, efficient, and effective manner with applicants regarding permitting process and procedures as well as plan deficiencies to ensure updates are made until permit is approved.
Coordinates with other department plan review staff to ensure that approvals are obtained prior to authorizing issuance of the building permit.
Interacts with contractors, engineers, architects, property owners, and other interested parties; explains and interprets building laws and regulations, as well as municipal and county zoning ordinances and related laws.Attention to detail and a high level of accuracy is required.
Ability to use code logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to code-related issues.
Knowledge of the materials, methods and practices used in building construction.
Knowledge of the codes, regulations and ordinances governing building construction in the City of Lincoln and Lancaster County, Nebraska.
Knowledge of, or the ability to learn, legal procedures as related to enforcement of municipal and county codes and ordinances.
Knowledge of, or ability to learn, a variety of computer programs, including Microsoft Office programs. (i.e. Teams, Outlook, Word)
Knowledge of, or ability to learn, specialized software related to electronic permitting and plan review.
Ability to read and interpret construction plans and specifications.
Ability to write clear and concise plan review comments and correction notices, citing code sections, and ability to convey this information to applicants and other stakeholders. Ability to explain, interpret and enforce codes, regulations, and ordinances firmly, tactfully, and impartially.
Ability to communicate professionally, respectively, and effectively both verbally and in writing with a variety of customers, co-workers, and other departments.
Ability to use a computer.
Ability to work in a fast-paced, office environment, and commit to an in-office, 8:00 a.m. – 4:30 p.m. (M-F) schedule. Qualifications: Graduation from a senior high school or equivalent plus some experience in the building construction trade at the journey or supervisory level; or any equivalent combination of training and experience that provides the desirable knowledge, abilities and skills.
Necessary Special Requirement: Certification by the International Conference of Building Officials as a Certified Residential Building Inspector or Certified Residential Plans Examiner prior to completion of the probationary period.
Preferred: Knowledge in zoning, codes and construction.
