BRIEF DESCRIPTION OF THE JOB:
Employee performs technical and administrative duties supporting both the Planning and Engineering functions of the City. Under the supervision of the Planning Director, this position assists with plan reviews, field inspections, permit processing and tracking, construction management, and customer service related to development and infrastructure projects. Duties require the ability to read construction drawings and understand public works, zoning, and engineering standards to support multiple departments with day-to-day operations, small-scale projects, and routine public inquiries.

Coordinates with City Planner and City Engineer on planning and zoning issues; determines level of involvement of the planners and/or engineers on issues, handling routine matters without their involvement.

Tracks and processes permits for work in the right-of-way, engineering permits encroachment permits, site plans, and sign permits. Coordinates reviews between planning and engineering as needed.

Supports the Engineering Department with reviewing construction drawings (grading, drainage, water/wastewater, SWPPP) for basic conformance to City standards.

Supports the Planning Department with applications like design reviews, sign permits, and dry utilities. Prepares staff reports, agendas, and hearing notices.

Responds to public inquiries regarding zoning, permits, right-of-way issues, construction and development standards.

Conducts field inspections of work within the public right-of-way, including minor grading, drainage improvements, utility work, and site compliance for ongoing developments. Documents findings and reports issues to the City Engineer.

May act as staff liaison to Design Review Board, Board of Adjustment, and Planning and Zoning Commission. Prepares for meetings of the Planning and Zoning Commission, Board of Adjustment, and Design Review Board; gathers appropriate information for their agendas, notifies Commissioners and Board members of meetings; assists with preparing presentations; notifies appropriate individuals (stakeholders) of meetings; attends meetings.

JOB REQUIREMENTS:

Formal Education/ Knowledge
Bachelor’s degree in Civil Engineering, Urban Planning, Construction Management, or a closely related field.
Experience
1-3 years of experience in municipal development review, engineering inspections, public works, or planning.
Certifications and Other Requirements
Valid Driver’s License.
Reading
Ability to read and interpret construction drawings, site plans, technical reports, grading and drainage plans, and zoning maps.
Math
Ability to perform basic engineering calculations and data analysis.
Writing
Work requires the ability to clearly construct written communication and email correspondence. Ability to write clear, concise emails, applications, staff reports and documents. Written and verbal communications sufficient to exchange or convey information and to receive work direction.
Managerial
Job/position has no responsibility for the direction or supervision of others.
