ASSISTANT PUBLIC WORKS DIRECTOR
PURPOSE, SCOPE AND WORKING RELATIONSHIPS:
The Assistant Public Works Director is responsible for planning, directing, and administering public works operations, including infrastructure maintenance and capital improvements. This role requires strong leadership, strategic vision, and collaboration with various stakeholders to enhance community infrastructure.
· Reports to: Public Works Director/City Engineer
· Supervises: Streets, Parks, and Janitorial Staff; Water and Wastewater Superintendents
· Works with: City staff, committees, community organizations, state and federal agencies, contractors, architects, business and industrial owners, and the general public
DUTIES AND RESPONSIBILITIES
Leadership & Administration
- Manage all Public Works Department activities, including streets, utilities, parks, facilities, fleet, and stormwater systems.
- Develop and oversee departmental budgets, ensuring fiscal responsibility.
- Supervise and mentor staff, promoting professional development and high performance.
- Oversee public works projects, from budgeting and scheduling to contractor coordination.
- Conduct field inspections and monitor construction projects for compliance.
- Serve as acting Public Works Director as needed.
- Prepare and manage RFPs and bids for public works projects.
Strategic Planning & Operations
- Develop and implement long-term infrastructure maintenance and improvement plans.
- Collaborate with elected officials, staff, and stakeholders to prioritize projects.
- Ensure compliance with federal, state, and local laws and policies.
- Oversee procurement and contract management for public works services.
- Monitor operations for efficiency and implement improvements.
Community Engagement & Regulatory Compliance
- Address inquiries, complaints, and requests from residents and businesses.
- Represent the department at public meetings and events.
- Ensure compliance with safety regulations and industry standards.
- Assist in developing and enforcing departmental policies and procedures.
QUALIFICATIONS
Education & Experience
- Bachelor's degree in Civil Engineering, Public Administration, Business Management, or a related field or 7 years of progressively responsible experience in public works, infrastructure management, or a related field.
- 3 years supervisory experience.
Certifications & Skills
- Valid MN driver’s license or ability to obtain one.
- Extensive knowledge of public works operations, infrastructure planning, and project management.
- Strong leadership, decision-making, and team-building abilities.
- Proficiency in budget management, financial oversight, and cost control.
- Proficient computer skills including Word, Excel, and Outlook.
- Excellent communication and interpersonal skills.
- Ability to analyze complex problems and implement effective solutions.
PREFERRED QUALIFICATIONS
- Experience with MN Department of Transportation (MNDOT), Minnesota Pollution Control Agency (MPCA), and MN Department of Health (MDH).
- Two or more years of experience in snow removal operations, including route planning.
- Supervisory or leadership experience in a municipal, county, or state public works department.
- Familiarity with natural resource management, park planning, and community land use development.

Pay: $100,817.00 - $120,411.00 per year
