PLANNING ZONING CODE COMPLIANCE OFFICER

PURPOSE, SCOPE AND WORKING RELATIONSHIPS:
The Planning, Zoning, and Code Compliance Officer is responsible for conducting document research, field investigations, and enforcement activities to ensure compliance with the Little Falls City Code. This position identifies and addresses building, zoning, and land use violations through proactive observation and response to complaints. The officer works with citizens, city personnel, and legal representatives to achieve compliance and may issue citations.

DUTIES AND RESPONSIBILITIES:
Field Investigations & Research
- Conducts site visits and investigations to evaluate compliance with zoning, building, and land use codes.
- Reviews records, historical documents, and title information to verify property ownership, land use, and occupancy history.
Code Compliance & Enforcement
- Identifies and documents violations of building, zoning, environmental, signage, fire, housing, and other applicable codes.
- Notifies property owners and responsible parties of compliance issues and corrective actions required.
- Issues citations when probable cause is established.
Public Engagement & Education
- Meets with developers, business owners, and residents to explain zoning and code requirements.
- Provides education and information to the public on compliance, enforcement policies, and city regulations.
Legal & Case Management
- Develops and maintains case files for potential prosecution.
- Prepares reports and evidence for hearings and legal proceedings.
- Testifies in court or administrative hearings as required.
Interagency Coordination
- Collaborates with city departments and external agencies (county, state, and federal) on compliance issues.
- Participates in inter-departmental meetings to improve enforcement strategies and uniformity in code application.
Policy Development & Recommendations
- Assists in reviewing and proposing amendments to city codes to enhance enforcement effectiveness.
- Develops and maintains policies and procedures for consistent application of codes and compliance strategies.
- Other duties as assigned.
QUALIFICATIONS
Required Knowledge, Skills, and Abilities:
- Strong understanding of land use, building, and zoning codes, including their application and intent.
- Ability to conduct investigations, evaluate circumstances, and determine appropriate compliance actions.
- Effective communication skills for engaging with the public, businesses, and city officials.
- Ability to prepare legal documentation, reports, and evidence for enforcement actions.
- Experience in issuing citations and understanding enforcement procedures.
- Competency in maintaining accurate records and following chain of custody procedures for case materials.
Education and Experience Requirements:
- Bachelor’s degree in planning, zoning administration, building/architectural design or a closely related field
- Minimum of two years’ experience in code compliance, building inspection or similar enforcement. Experience in code enforcement, planning, zoning, or a related regulatory field preferred.
- In place of the above requirements a combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered.
Work Environment & Physical Requirements:
- Fieldwork may involve exposure to outdoor elements and potentially hazardous conditions.
- Office work includes documentation, case management, and inter-departmental coordination.
- Ability to stand, walk, and perform site inspections as needed.
Additional Requirements:
- Valid driver’s license and ability to travel within the city as necessary.
Job Type: Full-time
Pay: $34.06 - $40.66 per hour
