Job Objective & Safety/Security Sensitive Designation

This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.

JOB OBJECTIVE:
To plan, organize and coordinate various aquatic, recreational and leisure activities and programs for adult and youth participants at Community Centers in the Department of Parks and Recreation.

Essential Functions

  • Plans, organizes, and coordinate various aquatic, recreational and leisure activities and programs for adult and youth participants, to include youth programs, fitness programs and classes, sports leagues and clinics, after school and summer programs, field trips, arts and crafts programs and special events at Community Centers in the Department of Parks and Recreation; implements new activities and programs upon approval.
  • Coaches and officiates youth teams both onsite and offsite in various athletic activities and programs; transports participants to various sites for games; recruits coaches and volunteers to assist with various recreation programs.
  • Opens and closes center for special events, activities and facility rentals in compliance with applicable policies and procedures as assigned; inspects building for safety hazards; sets building alarm; cleans up and breaks down equipment as required.
  • Provides working supervision to assigned center regular part-time, temporary, contract personnel, and volunteers.
  • Compiles information, prepares various narrative, statistical and monthly reports; completes daily reports to include activities and programs, number of participants, demographic information of participants and money collected.
  • Conducts research to stay abreast of new trends and innovations in the field of recreation, compiles information and makes recommendations for additions, changes, continuation, or deletion of existing activities and programs.
  • Provides counseling to center participants on a limited basis; administers minor discipline, per policy, to participants as required, including verbal reprimands, time-out periods, and conferences with parents; completes appropriate paperwork; recommends suspensions to supervisor.
  • Monitors behavior of center participants and visitors to ensure compliance with rules, regulations, policies, and procedures.
  • Receives and reviews center program registration forms and center rental agreement forms to ensure compliance with applicable policies and procedures; answers questions and informs patrons of center rental requirements; calculates fees, collects monies and issues receipts; deposits fees collected; maintains calendar of reservations.
  • Responds to emergencies at the facility, and offside activities; administers basic first aid, including cardiopulmonary resuscitation (CPR), to injured individuals; telephones emergency personnel for individuals requiring medical attention; completes appropriate paperwork.
  • Monitors equipment condition and maintains inventory of equipment and supplies; performs minor maintenance on athletic equipment; notifies supervisor or appropriate personnel of equipment requiring repairs and advises of supplies to be ordered; recommends purchase of new equipment and supplies.
  • Serves as the backup in the absence of the Recreation Facility Supervisor as assigned.
  • Designs and produces program fliers, brochures, and special event program materials for events held at the Community Centers; submits all marketing materials to Parks Volunteer and Communications Coordinator prior to the dissemination of materials; distributes materials to promote assigned programs and special events; maintains and stocks inventory of brochures and program fliers.
  • Attends meetings with organizational and community groups to advise of activities and programs, encourage participation and solicit sponsorships or donations.
  • Answers questions and provides information or assistance to individuals calling or visiting the Community Center; receives complaint calls and handles as appropriate, forwards complaints to appropriate personnel as needed.
  • Provides assistance to the Recreation Facility Supervisor in the preparation of budget for specific programs and ensure programs stays within allotted budget.
  • Serves as backup to the Parks Maintenance Worker by cleaning up facility as required; performs major and/or annual maintenance and repairs of center facilities and equipment, such as waxing gym floor.
  • Maintains hard copy and computerized files and records related to facility programs and activities.
  • Operates a computer with database, publishing, spreadsheets with word processing software; operates a cash register/drawer and point of sale system in the performance of essential job functions.
  • Operates a City pool automobile in the performance of essential functions.
SUPERVISORY RESPONSIBILITIES: None.

Minimum Qualifications, Additional Requirements and Supervisory Responsibilities

These knowledge, skills, and abilities are usually, although not always, acquired through the completion of two (2) years of college coursework in Parks and Recreation Management, Recreation Administration, Parks Administration, Leisure Sciences, Physical Education, or a related area, one (1) year of experience assisting with the direction of athletic or recreational programs, or a related area and one (1) year of leadership or supervisory experience. Equivalent combinations of education and experience will be considered.

ADDITIONAL REQUIREMENTS:
  • Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
  • Must possess Standard First Aid and Community CPR certifications, or other certifications which incorporate Standard First Aid and Infant, Child and Adult CPR, within six (6) months of employment, and maintain certifications for the duration of employment in this position.
  • Must be available to work outside normal working hours including shift assignments, nights, and weekends.

Non-Uniformed NON-Union Eligible Full-Time Employees

Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.

Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.

Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.

Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.

Retirement – Our 401a pension plan requires contributions by both the City and the employee.

Paid Time Off

Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.

Generous leave accruals with carry over capability.

Short-Term Disability Leave

Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).

All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.

After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.

Longevity

Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.
