This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.
JOB OBJECTIVE: To review plans of proposed subdivisions and commercial buildings for compliance with applicable master plans and ordinances and to serve as project manager for street and drainage construction projects.
ESSENTIAL JOB FUNCTIONS:
- Coordinates and conducts reviews of plans and plats submitted by consulting engineers for proposed subdivisions and commercial buildings to determine compliance and most feasible approach to applicable master plans and ordinances related to streets, drainage, and stormwater retention; notifies engineers, architects, or developers of changes to improvements required for conformance.
- Oversees management of the City of Little Rock, National Pollutant Discharge Elimination System (NPDES) Stormwater Management and Floodplain Administration Programs.
- Prepares a summary of review comments for the Planning Commission and the Board of Adjustment; may represent the Planning and Development staff at Board and Commission meetings to provide information, answer questions and review alternative proposals; prepares Board of Directors communications for matters related to Planning Commission building permit waiver or deferral requests.
- Prepares correspondence regarding approval and disapproval of plans; prepares letters of acceptance of streets and drainage improvements for maintenance by the City and releases maintenance bond.
- Consults with engineers, contractors, utility companies, and other affected agencies to schedule specific phases of construction.
- Supervises the inspection of work under construction, including utility construction for conformance with right-of-way regulations, ordinances, and approved plans.
- Answers questions and provides information to contractors, engineers, developers, and members of the public regarding street and drainage systems for both public and private developments.
- Prepares reports for use by the Director of Planning and Development.
- Operates a City pool automobile in the performance of essential job functions.
SUPERVISORY RESPONSIBILITIES: Engineering Specialist(s) and Environmental Compliance Engineer
MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTSThese knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's Degree in Civil Engineering or a related field, four (4) years of experience in civil engineering, and one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS: - Must possess registration as a Professional Engineer (PE) before employment; must possess registration in the State of Arkansas as a Professional Engineer (PE) within one (1) year of employment, must maintain registration for the duration of employment in this position.
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.

- Plans, designs, analyzes recommendations, and directs construction activities of assigned street and drainage projects including the purchase of property, project staff, and funding requirements.
- Monitors public project expenditures to ensure budget amounts are not exceeded; authorizes payment for completed work.
- Writes specifications, cost estimates, and requisitions for public street and drainage construction projects; maintains files and records for preparation of budget information.
- Performs other related duties as required.
- Knowledge of master plans and ordinances related to streets, drainage, and stormwater retention.
- Knowledge of civil engineering principles and practices.

Salary : $78,020 - $120,151
