DEFINITION

Under general direction, participates in the City code compliance programs; Performs routine responsibilities and assignments relative to code enforcement, including but not limited to inspections, investigations, nuisance abatement, property maintenance and enforcement of violations of City codes, ordinances, and abatement regulations involving building, housing, zoning, sanitation, sign, and other related building codes; Performs related work as assigned.

SUPERVISION EXERCISED AND RECEIVED

As a Community Service Officer I, receives general direction from higher-level personnel, beginning with specific direction and evolving towards general direction as experience and training progresses. A Community Service Officer II may exercise technical supervision over other positions.

DISTINGUISHING CHARACTERISTICS

Community Improvement Officer I is the entry level in the Community Improvement Officer series. Positions in this class are distinguished from the II level in that they are not fully familiar with the various codes, ordinances and state laws used in code enforcement. Level I positions work under closer supervision than II positions and incumbents may advance to the Level II position after obtaining the required years of experience, possession of required certifications, and demonstration that incumbent possesses the knowledge, skills, and abilities of the higher-level position.

Community Improvement Officer II is the journey-level class in the Community Improvement series. Positions in this class are certified as intermediate or advanced code enforcement, or have obtained similar certification in a related field. Incumbents perform the more complex inspections and code enforcement cases requiring less supervision. This is a flexibly staffed position and Code Enforcement Officer I employees may advance to the II after obtaining the necessary experience, knowledge, and certifications.

ESSENTIAL AND MARGINAL FUNCTIONS

Duties may include, but are not limited to the following :

  • Researches property ownership, variances, use permits and other documentation regarding the property in question; contacts all responsible persons and discusses probable violations, collaborates on alternatives for solving non-compliance problems and time periods for correction of violations;
  • Performs all aspects related toward inspection & enforcement of city codes, ordinances and regulations; investigates complaints of violations of local and state laws, ordinances, or codes, which may include but not limited to parking, set-backs, encroachments, right-of-ways, and code and structural compliance; confers with other agencies and departments on the disposition of a variety of complaints and code violations;
  • Reads, interprets and applies state laws, municipal codes and ordinances, and other pertinent regulations; provides support and information for permit applications;
  • Prepares necessary violation notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required; develops cost estimates based on work to be performed and specifications;
  • Prepares required documentation for all legal actions and conducts follow-up once legal activities have been initiated; prepare a variety of written reports, memos, and correspondence related to duties assigned; Represents the City at Administrative hearings or in court, including testifying and presenting evidence;
  • Performs abatement of hazardous conditions and code violations on vacant lots and other premises;
  • Contacts property owners and schedules and conducts onsite inspections; interprets codes and regulations and explains inspection procedures and regulations to involved parties;
  • Provides information to violators and the general public regarding applicable codes, laws, and ordinances; represents the City in the course of assignment; maintains effective and cooperative relations with the public;
  • Establishes and maintains positive working relationships with representatives of community organizations, state / local agencies, City management, staff and members of the public;
  • Confers with other agencies and City departments on disposition of a variety of complains and code violations;

Other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community.

Typical Qualifications

Knowledge of :

  • Safe work methods and safety regulations pertaining to the duties of a Community Improvement Officer;
  • Basic law enforcement concepts; Basic principles, processes, methods and nomenclature associated with the field of code enforcement;
  • The operation and use of personal computers and various computer applications within the office environment;
  • The purposes and procedures involved in zoning, building and related municipal codes;
  • Methods of field investigation, property ownership research, data collection and records maintenance, and report preparation;
  • Basic computer applications, including word processing, electronic mail and spreadsheets;
  • Safe and efficient work practices related to code enforcement activities;
  • Principles, practices, methods, and techniques of code enforcement, including some familiarity with criminal law and enforcement; Principles and methods of investigation utilized in code enforcement inspections; regulations and requirements for court evidence documentation;
  • City codes, ordinances, laws, and regulations pertaining to zoning, signs, and dangerous building codes. Knowledge in preparing and / or amending codes is particularly valuable;
  • Basic terminology used in code enforcement and zones, including legal descriptions;
  • Appropriate building safety, hazardous materials and fire prevention techniques and requirements;
  • Principles and methods of enforcing varied municipal codes; safe and efficient work practices related to code enforcement activities.

    Ability to :

  • Investigate zoning, code and other complaints in a timely and tactful manner;
  • Comprehend, interpret and explain City codes and applicable county and state law;
  • Observe field conditions, gather and analyze data, and maintain records and case files;
  • Prepare accurate and detailed documentation of inspection findings and other written materials; Prepare reports, correspondence and other materials related to all aspects of the City's code enforcement program(s);
  • Document and determine code violations and recommend corrective action;
  • Communicate clearly and effectively, orally and in writing; Speak courteously, but firmly, and communicate effectively with a variety of individuals contacted in the course of work including resolving conflicts and problems;
  • Demonstrate tact and diplomacy when collaborating with members of the public especially when discussing code violations;
  • Use personal computer and various computer applications;
  • Establish and maintain cooperative and effective relationships with those contacted during the course of work;
  • Inspect and identify violations of applicable codes and ordinances, and other duties of the position;
  • Organize work, set priorities and exercise sound, independent judgment within established guidelines.

    Maintain organized and accurate records of inspections and code enforcement files.

    COMMUNITY IMPROVEMENT OFFICER I

    COMMUNITY IMPROVEMENT OFFICER II

    EDUCATION AND EXPERIENCE Any combination equivalent to of experience and education that would likely provide the required knowledge, and abilities would be is qualifying. A typical combination is way to obtain the knowledge and abilities would be :

    Experience : Two years' experience interpreting planning, building or zoning laws and regulations or a closely related field. Understanding of the building and construction trade is preferred.

    Education : Equivalent to graduation from high school or possession of GED; supplemented by college level course work in planning, building inspection, technology or a related field is preferred.

    LICENSES AND CERTIFICATES

    Possession of a valid (Class C) Driver's License issued from the California Department of Motor Vehicles.

    Possession of Penal Code 832 Arrest and Firearms certification at time of appointment.

    Possession of a California Association of Code Enforcement Officers (CACEO) certification or equivalent (CEO I) at time of appointment.

    Possession of a California Association of Code Enforcement Officers (CACEO) certification or equivalent (CEO II) within 12 months of appointment.

    WORKING CONDITIONS : Environmental Conditions - Office and field environment; will be required to travel from site to site.

    Physical Condition s- Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, bending, stooping, and walking for prolonged periods of time, using various office equipment and handheld devices.

    HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. The candidates must be successful in each part of the testing. To fill each vacancy the hiring department will request names to be certified from the eligible list and will make a selection from this certification list.

    CONDITIONAL JOB OFFERS - Conditional job offers are subject to successful completion of a medical drug screen and / or physical. Candidates should not quit or give notice to their current employer until final notification has been awarded by the Human Resources Division.

    MEDICAL-DRUG SCREENING - All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace.

    APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.

    EMPLOYMENT BENEFITS

    SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.

    HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management / Mid-Management positions receive 80 hours per calendar year, and specified professional / technical positions receive 40 hours per fiscal year (Pro-Rated).

    HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.

    LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2 / 3 of an employee's salary.

    RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.

    FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.

    NOTE : Employee Benefits stated herein are subject to change through the collective bargaining process and are not guaranteed.

    VACATION :

    0-5 years = 10 days / year.

    6-11 years = 15 days / year

    12-14 years = 17 days / year

    15 years & over = 20 days / year

    Maximum carryover is 2 times accrual rate per year. No cash out allowed.

    SICK LEAVE : 12 days / year

    HOLIDAYS :

    13 ½ fixed days per year.

    HEALTH BENEFITS :

    All employees are offered medical insurance for themselves and dependent(s) through CalPERS Medical Plans. Effective January 1, 2019, City shall pay a monthly maximum towards medical premiums as follows :

    771.35 per month for Employee Only

    1,542.71 per month for Employee 1

    2,005.52 per month for Family.

    If employee selects a higher cost plan, employee will pay the difference as a payroll deduction.

    If an employee elects not to be covered by medical insurance through the City of Lodi, an additional :

    692.81 per month for family

    532.92 for employee 1 dependent

    305.22 for single

    will be added to either the employee's deferred compensation account or cash. In order to qualify for this provision, proof of group insurance must be provided to the City.

    The City shall pay the full cost for the employee and their dependents dental premium for the term of this agreement. The City agrees to provide a vision care plan, equivalent to the VSP Plan B, with a $25.00 deductible for the employee and dependents; the entire premium to be paid by City.

    DEFERRED COMPENSATION :

    A deferred compensation plan is available at the employee's option.

    EDUCATION ALLOWANCE :

    Tuition Reimbursement up to $3000 per fiscal year as per City policy.

    LIFE INSURANCE :

    A life insurance program providing $25,000 term life insurance .

    LONG TERM DISABILITY :

    After a 60 day waiting period, coverage is 66 2 / 3% of salary, employer covers 100% of premium.

    RETIREMENT :

    New employees into the CalPERS retirement system are enrolled in the 2%@62, three-year average retirement formula. Employees hired after January 1, 2013 with less than a six-month break in CalPERS (or reciprocal agencies) are enrolled in the 2%@55, three-year retirement formula. At present, employees will contribute towards the employee portion of their CalPERS retirement costs. If additional information is needed regarding CalPERS retirement plans / costs, please contact Human Resources.

    Employees shall pay the 7% employee portion of Retirement Benefits and an additional cost-sharing amount per corresponding Memorandum of Understanding.
