What are the responsibilities and job description for the Utilities Maintenance Technician I position at City of Loma Linda?

Under general supervision, performs a variety of tasks associated with the City’s water distribution system, wastewater collection system, equipment and facilities and meter/customer service department.

This is the journey level class in Public Works. The class of Utility Maintenance Technician is a working level position in the Utilities Maintenance Technician series.  The class receives general supervision from higher level management or supervisory staff.

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

 Depending on assignment, duties may include, but are not limited to, the following: 

 1. Perform water meter installations, disconnects, and maintenance of meters.

2. Perform repairs on water distribution and wastewater collection systems.

3. Perform installations on water distribution and wastewater collection systems. 

4. Participate in 24-hour, seven day a week on call service for water service emergencies.

5. Carry out service orders to completion.

6. Drive a department vehicle in the course of daily duties.

7. Read meters as needed.

8. Oversee the care, maintenance, and safe operation of equipment used in assigned work. In addition maintain inventory of tools and parts needed for necessary operation, maintenance, and repairs of the water and wastewater facilities.

9. Perform customer service and problem-solving for the City’s customers.

10. Perform related work as required. 

Experience, Education, and Training Guidelines

Experience : One (1) year of experience involving unskilled or semi-skilled street construction and maintenance, or water distribution systems, wastewater collection system, equipment and facilities and meter/customer service is desirable.

Education: High school graduation or evidence of equivalent educational proficiency.  

Licenses and Certifications: A valid California Class C driver license , acceptable driving record, and the ability to maintain insurability under the City’s vehicle insurance program. 

Ability to obtain a California Class B commercial driver license before the end of the one (1) year probationary period and maintain during the entire course of employment.

California Department of Public Health Water Distribution Operator D-1 certification is required within one (1) year of appointment to this position.

Special Requirements: Required to work different shifts and respond to emergency calls during non-regularly scheduled work hours, including nights and weekends.

Physical Demands 

While performing the duties of this class, an employee is regularly required to use hands to handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to sit, stand, and walk; climb or balance; stoop, kneel, or crouch. The employee must be able to talk and hear. The employee must be able to lift and carry hand and power tools weighing up to 50 pounds or more. Specific vision abilities required for this class include close vision, color vision, depth perception, and the ability to adjust focus. 

Mental Demands 

While performing the duties of this class, an employee is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; interact with city staff, management, and the general public. 

Work Environment 

The employee frequently works in outside weather conditions and is exposed to wet or humid conditions, and is exposed to traffic fumes. The noise level is occasionally loud, at or above 85 decibels.
