The Team...

The Environmental Planning Division is responsible for creating and managing programs related to environmental compliance and enhancement. Guided by our award-winning Green Port Policy, it is dedicated to reducing harmful air emissions from port-related operations, improving water quality in the harbor, protecting marine wildlife and implementing environmentally sustainable practices throughout the Port.  It is divided into five sections: Air Quality, Water Quality, Remediation, Resiliency, and California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA).

The Role...
Under the direction of the Manager of CEQA/NEPA Practices and Remediation, the Environmental Planning Intern performs tasks in support of the Environmental Planning Division's mission to protect and improve the environment from the impacts associated with historical operations and maritime goods movement and keep the Port in compliance with all environmental rules and regulations. 

How you will contribute as an Environmental Planning Intern:

CEQA/NEPA Practices
  • Assist with Harbor Development Permit (HDP) applications and requests for CEQA Determinations. 
  • Assist with modernization and update of the HDP application and CEQA determination processes, including associated documents and development of an electronic/online application process.
  • Assist with preparation and review of technical studies and sections of environmental review documents.
  • Assist with coordination of project meetings, public meetings, and public hearings.
  • Monitor and research/analyze CEQA, NEPA, and Coastal Act Legislation, Updates, and Guidelines.
  • Coordinate with consultants, Port staff, City Attorney’s Office, Port Tenants, Operators, and Applicants.
  • Prepare reports and correspondence.
  • Participate in meetings.
  • Perform other related duties as required.
Environmental Remediation
  • Assist with the review of technical reports and studies such as but not limited to Phase I and II Environmental Site Assessments, hazardous building materials surveys, site investigation work plans and reports, waste disposal documentation and technical specifications.
  • Coordinate with consultants, Port staff, City Attorney's Office, Port Tenants, Operators, and Applicants.
  • Prepare reports and correspondence.
  • Participate in meetings.
  • Perform other related duties as required.

Required Experience and Qualifications:
  • Current student enrolled in an accredited college or university with at least junior standing, or completion of a Bachelor’s degree in the last 12 months. 
  • A major in biology, geology, chemistry, environmental science, environmental planning, geography, ecology, or other closely-related and relevant field is preferred.
 Technical Skills Needed:
  • Effective use of Microsoft Office, including Word, Excel, Outlook, PowerPoint, and Teams.
  • Experience with Microsoft Customer Relationship Management (CRM) is desired, but not required.
  • Strong organizational and planning skills to manage and prioritize workflows efficiently and accurately; take initiative and exercise sound judgment.
  • Ability to review and interpret regulatory requirements and guidance for their application to port development and operations.
Professional Knowledge and Characteristics:
To REALLY catch our attention, your profile and experience will demonstrate the following professional attributes and strengths:
  • Knowledge of the California Environmental Quality Act, National Environmental Policy, California Coastal Act, and other environmental regulations is desirable.
  • Knowledge of environmental, maritime, construction, government, and engineering terminology is a plus.
  • Experience reviewing environmental documents is desirable.
  • Experience working for or with permitting and regulatory agencies, environmental organizations, or the port maritime industry is desirable, but not required.

SPECIAL NOTE
This is an unclassified, "at-will" position. The appointed candidate will serve at the discretion of the Port of Long Beach and can be terminated at any time.  In such an event, the candidate has no right to any appeal or grievance procedure under any rule or regulation of the City of Long Beach.

The non-career Intern position typically works 20 hours per week, and cannot exceed an average of 29 hours per week throughout the year, up to a total of 1040 hours in a year for a maximum of two years. Flexibility is offered within typical business hours. The assignment may end at any time, but under no circumstances will it extend beyond two years.
