The City of Long Beach Health and Human Services Department has an opening for a Community Program Specialist III in the Homeless Services Bureau. Reporting to the Administrative Analyst III, this position will oversee performance management, grant managementand compliance related to the Bureau's programming of public funding.

  • Oversee a combination of grant funding utilized to support homeless services programming.
  • Generates reports, applications, documents, subcontract agreements, and other administrative materials for grants.
  • Monitors, facilitates, and evaluates participant involvement in grant programs.
  • Interfaces with funders to ensure compliance and maximization of grant funding.
  • Develops, updates, and maintains grant and bureau documents, as needed.
  • Assist with grant writing for the division.
  • Reviews data and performance management to ensure grant compliance and deliverables.
  • Reviews invoices from vendors to ensure invoices are in order, and prepares invoices to be approved for payment processing with the bureau's approver and the department's accounting team.
  • Develops and provides oversight for Requests for Proposals (RFPs) and contracting for grants, vendors, subcontractors, and other agencies as needed.
  • Reviews and analyzes expenses and other financial data, and processes Journal Entries in the City's Enterprise Resource Planning (ERP) system, Munis, as needed to ensure expense reconciliation of invoices.
  • Assists with audit and monitoring tasks including gathering documents and reports as requested by audit staff, as needed.
  • Performs other duties as necessary.
EDUCATION
  • Bachelor's degree in Public Health, Public Administration, Business, or closely related field. (Proof of education required)
    • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

EXPERIENCE
  • Two (2) years full-time professional experience grant monitoring and providing complex grant-funded program administrative support.
    • A Master’s Degree in Business Administration, Public Administration, Public Health, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience.

  • Learn, interpret, retain, and communicate technical and complex information, terminology, policies and procedures related to grant programs and compliance.
  • Research and analyze data using a systematic and logical approach.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and follow oral and written instructions and procedures.
  • Maintain accurate records and files.
  • Work independently and/or as part of a team.
  • Work effectively with a wide variety of people by consistently exercising tact, good judgment and a pro-active, problem-solving focused communication style.
  • Operate office equipment including computers, printers and copiers as well as the word processing, spreadsheet, e-mail, database and program specific applications.
  • Type and enter data accurately.
