Definition:
Under the direction of the Director of Longmont’s Parks and Natural Resources Department, the Parks Superintendent provides leadership, planning, and strategic direction for the operation, maintenance, and sustainability of the City’s parks, greenways, civic facilities landscaped areas, and rights-of-way. This position supports the city’s goals of advancing customer service, asset management, automation, and the integration of emerging technologies such as artificial intelligence and robotics. The role emphasizes innovation, sustainability, staff development, and fostering a positive and collaborative culture within the workgroup to meet the community’s current and future needs. In addition to our community members, the Recreation Division and Longmont’s Downtown Development Authority (LDDA) are key internal customers. Collaboration and alignment with these stakeholders will be integral to the role.
Principal Duties:
This position is responsible for deploying personnel and resources to achieve the goals and plans of the Parks and Forestry Operations workgroup. Operations planning is expected in the areas of work management, asset management, contractor management, and applicable elements of project management in collaboration with the Natural Resources, Recreation, and Open Space divisions. Related duties and tasks are as follows:
Leadership and Strategic Planning:
- Develop and implement goals, objectives, and operational plans for park maintenance that emphasize customer service, technology integration, and sustainability.
- Oversee budget preparation and manage resources effectively.
- Ability to provide supportive leadership to the team and individuals with a strategic objective, ensuring alignment with the overall vision and goals of the department.
- Lead efforts to incorporate AI, automation, and advanced asset management systems into park operations to optimize efficiency and service delivery.
- Promote a positive and inclusive work culture, encouraging collaboration, open communication, and alignment with City values.
- Support community engagement initiatives to align park services with public needs and expectations.
Collaboration and Stakeholder Engagement:
- Work closely with internal customers, including the Recreation Division and the LDDA, to ensure alignment and support for their goals and initiatives.
- Foster productive relationships with community groups, schools, neighborhood organizations, and other City departments to ensure parks and greenways meet diverse needs.
Asset Management:
- Oversee and enhance the Total Parks Health System (the city's newly developed system) for tracking assets and maintenance levels, ensuring alignment with sustainability goals, resource availability, and supporting budgeting requests.
- Collaborate with the Parks and Trails Design and Construction Manager on the design, development, and renewal of parks and greenways that can be sustainably maintained within existing budgets or request increased budget based on best available data.
Technology and Innovation:
- Identify, evaluate, and implement emerging technologies, including AI and automation tools, to improve operational efficiency and decision-making.
- Develop and maintain computerized systems to support data-driven planning and performance measurement.
- Sustainability:
- Establish and promote practices that align with environmental stewardship and sustainability principles, including efficient water usage, native plantings, and reduced carbon footprints.
- Collaborate with internal and external stakeholders to integrate sustainability into all aspects of parks management.
Staff Development and Cultural Stewardship:
- Recruit, train, and develop a diverse and skilled workforce, fostering a culture of innovation, teamwork, and excellence.
- Create opportunities for professional growth and continuous learning among staff.
- Maintain safe and inclusive work environments by ensuring compliance with safety regulations and promoting best practices.
- Promote and model the City’s cultural values, ensuring alignment within the workgroup and broader organization.
Customer Service and Community Relations:
- Respond to and resolve customer complaints, concerns, and recommendations regarding park and forestry operations with a focus on transparency and in a timely manner.
- Build relationships with internal and external stakeholders to ensure park services meet public needs and expectations.
- Lead snow and ice removal operations and ensure readiness for emergency response.
Working Environment:
The Park Superintendent position requires balancing both office and field responsibilities—supporting and mentoring staff, learning the unique systems of each park, and understanding our greenway system. While much of the work is performed in an office setting, there will be frequent need to oversee field crews outdoors in various weather conditions. Duties include occasional light-to-heavy lifting and carrying (30-40 pounds), pulling, pushing, reaching, walking, and standing, as well as frequent sitting. The role also demands sufficient visual and physical capabilities to operate passenger vehicles and to work on computers and other equipment for extended periods.
In addition, responsibilities entail constant reading of documents, clear verbal and written communication, problem-solving, multitasking, and detailed work involving math and reasoning. The Superintendent will frequently review blueprints, maps, and similar materials; maintain confidentiality; interact with the public; and collaborate closely with team members. Fieldwork may involve exposure to the sun, navigating slippery or uneven surfaces, working near machinery, and operating around moving vehicles.
Requires being available and on-call and the use of a cell phone during and after work hours. Periodic after-hours work is required for meeting attendance.
Qualifications:
Any combination of education and experience equivalent to a Bachelor's Degree from an accredited college or university with major coursework in public parks and recreation administration, environmental biology, natural resources management, or a related field. Strong business management skills are critical to this position. Five or more years of progressively responsible management and/or supervisory experience in parks maintenance or a related field. Special Qualifications: Bilingual (English/Spanish) desirable.
