Definition:
PWT I: This is an entry level position similar to an apprenticeship that receives training and performs a variety of skilled technical duties related to the operation and maintenance of the City's transportation and stormwater networks (streets, sidewalks, alleys, curbs, gutters, storm drains, signs/ markings, parking lots, traffic control). This position also supports the operation and maintenance of the potable water Distribution System and wastewater Collection systems at a basic level under the direction of appropriately certified personnel. Persons recruited in this position will be trained to work within the parameters of an existing operating plan and will be supported either by other onsite or on-call personnel as needed to address more difficult and advanced level tasks.
PWT II: This is an advanced level position similar to a journey level in trades that performs advanced technical duties related to the operation and maintenance of the City's transportation and stormwater networks (streets, sidewalks, alleys, curbs, gutters, storm drains, signs/ markings, parking lots, traffic control). This position also supports the operation and maintenance of the potable water Distribution System and wastewater Collection systems at a basic level under the direction of appropriately certified personnel. Persons recruited in this position perform advanced tasks and are developing skills necessary to reach an expert level and develop leadership skills.
Principal Duties:
Employees working in this career-series job classification perform a wide variety of technical tasks (PWT II - advanced technical tasks) related to the operation and maintenance of the transportation and stormwater network and support the operation and maintenance of pressurized systems (i.e., Distribution system and sewer lift stations), and/or gravity systems (Collection and Stormwater) depending on assignment. Public Works Technician I employees work in teams and independently in an apprentice role and must demonstrate a collaborative and self-directed approach to routine tasks and project-related assignments. Routine and project work requires active and independent learning skills; and the ability to review system records and documents, conduct technology reviews, and learn to troubleshoot problems. Employee must also demonstrate cooperative teamwork skills to address shared work assignments and to facilitate sharing and acting upon critical information. Technical:
PWT I:
· Perform concrete repair work; set concrete forms, prepare ground and pack surface, pour and finish concrete.
· Perform construction, maintenance, and repair work of City streets, sidewalks, alleys, parking lots, gutters, and storm drains including patching potholes, grading, trenching, asphalt paving, crack sealing, and storm drainage gutter and grate cleaning signs and markings.
· Rake and finish asphalt, demonstrating the proficient operation of front-end loaders, and paving equipment.
· Perform storm drainage system construction and maintenance requiring proficient operation of skid steers, jet/vactor trucks, and front end loaders
· Operate street sweeper on assigned routes and as needed for special events.
· Perform sign maintenance and repair, reflectivity inspections, sign fabrication and sign installation.
· Identify maintenance or repair needs on assigned equipment. Perform routine service on assigned vehicle including filling with gasoline, water and oil, as well as checking brake systems and other safety devices.
· Maintain daily activity records and maintenance logs as required, including use of work management systems for computerized data and work management.
· Respond to public contacts in a courteous and professional manner.
· Perform work in a safe manner and comply with pertinent safety standards and procedures, traffic laws, and traffic control methods.
· Assist contractors and City approved service providers with operation, maintenance and constructions projects as assigned.
· Participate in or lead the installation, maintenance, and repair of streets, sidewalks, alleys, curbs, gutters, storm drains, and parking lots.
· Locate problem areas, investigate and take corrective action when appropriate.
· Perform duties as part of a work crew during emergency repairs. Deploy equipment in a timely manner. Assist with excavation activities. Perform manual labor such as digging, moving materials, welding, and making necessary repairs.
· Perform grounds and easement maintenance such as weed cutting, mowing and edging, snow and trash removal, and fence and gate repairs.
· Respond to inquiries from customers regarding the full range of duties and the corresponding city, dept. or division policy or work practice.
· Operate a variety of tools and equipment ranging from small hand tools to heavy equipment.
· Inspect assets on a predetermined schedule. Record deficiencies or needs and create a work order or report as needed.
· Assist with utility maintenance projects and operations as assigned.
· Performs essential duties and additional tasks in a manner which enhances City Attributes.
PWT II:
· All duties of a PWT I.
· Help design and layout projects such as a major patching project, concrete repair project, special trash program, etc.)
· Analyze services and provide feedback and ideas on effectiveness, efficiency or customer needs. Help design solutions and implementation.
· Assist with the development of operating plans and procedures.
· Train less experienced personnel.
· Research technical problems using vendor manuals and internet searches.
· Critically analyze operations and equipment performance and implement effective responses.
· Assist with development of standard operating procedures and checklists.
· Provide engineering staff with field information and collaborate with other City staff on streets maintenance and repair.
Working Environment:
Work is performed outside and inside both night and day shifts, under varying and extreme weather conditions. Work includes exposure to noise, dust, gases and oils, solvents and chemicals. Coordination of eyes, hands, legs and body is needed. Position requires the ability to work under time constraints and in confined spaces and the use of respirators. The candidate for this position must be able to meet the physical requirements necessary to do the job.
Qualifications:
PWT I: Any combination of education and experience equivalent to at least one year of experience performing basic utility operations, street maintenance, or closely related work.
Special Qualifications: Possession of a Class “B” Colorado CDL with “N” Tanker endorsement within six months of employment. Internal training requirements and schedules will be identified by Supervisors upon promotion or hire.
PWT II: This is an advanced level labor-trades position that generally requires four or more years of experience with transportation and stormwater networks. College course work may be substituted for up to one-half of the experience provided the courses were part of a completed degree program, taken within the past 10 years, and have some relationship to transportation and stormwater networks. (i.e., construction management, road and bridge engineering, etc.). Substitution will be as follows: Associate’s Degree or equivalent equals one year of experience, and Bachelor’s degree or equivalent equals two years of experience. The position also requires demonstrated leadership skills and attributes. The demonstration of advanced skills can be fulfilled, at least in part, by experience in past jobs that required similar skills and task performance. Employees working in this position also fulfill an important public health role for the City and must demonstrate honest and trustworthy work ethics as well as the ability to work in a challenging but supportive work environment. Special Qualifications: The candidate for this position must be able to meet the physical requirements necessary to do the job.
