Description
Plans, coordinates, and manages capital improvement, construction, and / or maintenance projects on behalf of the City's Public Works Department; conducts a variety of highly skilled engineering / architecture tasks in relation to assigned projects; administers project plans, budgets, and contracts; supervises and monitors the quality of work performed by consultants and contractors; and performs other related duties as assigned.
Examples of Duties
Provides assistance in coordinating and implementing the City's Capital Improvement Program. Oversees and directs the planning, design, development, and implementation of various types of municipal capital improvement, construction, and / or maintenance projects. Performs highly technical and advanced professional architectural / engineering work in relation to public works, utilities, and / or other assigned projects. Provides in-house architectural design / supervision, building design, and space planning services. Designs, engineers, and manages utility, drainage, streets, and / or other public works projects. Participates in the preparation and administration of Capital Improvement Project (CIP) plans and budgets for area of responsibility; prepares initial cost estimates and project schedules. Negotiates and acquires easements and Rights-of-Way for projects. Qualifies, selects, and manages the activities of architects, engineers, and contractors. Reviews consultant / contractor plans, specifications, material submittals, and payment requests. Administers and maintains CIP contracts. Monitors, ensures, and provides for the successful completion of projects in accordance with established project specifications, timelines, budgets, and City quality standards. Coordinates project activities with other City departments, outside agencies, professional service providers, contractors, and the general public. Responds to citizen inquiries, issues, and complaints regarding various project matters. May supervise, train, and evaluate the performance of assigned personnel. Performs other specialized duties relative to area of responsibility as assigned or required.
Minimum Requirements
Bachelor's Degree in Engineering or Architecture, and four years civil engineering / architecture and project management experience; OR an equivalent combination of education and experience. Professional Engineer License or Architecture License is required. Must possess a valid Texas Driver's License.
Physical Demands / Work Environment
Work is performed in a standard office environment and on location at project sites. Subject to sitting, standing, walking, bending, reaching, kneeling, and lifting of objects up to 20 pounds; occasional lifting of objects up to 100 pounds may be required depending on area of assignment. Exposure to variable weather conditions, uneven terrain, general construction hazards, and heavy machinery is involved.
