Supervises industrial pretreatment operations of the City’s Waste Water Treatment Plant (WWTP) and manages the discharge of a safe and high-quality effluent; assures compliance with state and Federal regulations and quality standards.Supervises and evaluates Waste Water Treatment Plant (WWTP) industrial pretreatment programs and technical operations; develops and implements policies and procedures; monitors wastewater quality reports to identify and resolve problems and treatment requirements. Supervises inspection and enforcement programs for commercial clients; coordinates inspection of commercial and industrial businesses for compliance to safety and sanitary regulations. Investigates sewer overflows and other environmental issues; evaluates and approves permit applications for commercial discharge of hazardous waste materials. Supervises water quality laboratory and technicians; evaluates wastewater quality reports, sampling results, lab tests, and effluent parameters to assure compliance with state and Federal regulations and quality standards. Manages assigned staff and hiring procedures; plans, prioritizes and assigns tasks; trains staff, monitors work, develops staff skills, and evaluates performance. Performs administrative duties including planning, purchasing, employee scheduling, payroll reporting, and work activity reports. Manages the collection, analysis and reporting of operational data; reviews and maintains daily logs and records for regulatory compliance and generates reports on waste water quality. Monitors Wastewater Treatment Plant to assure quality of waste water and effluent; coordinates work with other City departments and regulatory agencies; recommends project priorities for maintenance and repair issues. Answers inquiries and provides technical assistance on waste water compliance standards and regulations; explains rules, policies, and procedures; refers matters requiring policy interpretation to manager for resolution. Performs other related duties as assigned or required. Bachelor’s degree in Environmental Sciences, Biology, Chemistry or related field, and three years Wastewater (WW) program experience, preferably in the City of Longview; OR an equivalent combination of education and experience. Required Licenses or Certifications: Must possess a valid Texas Driver’s License. Class B Wastewater Treatment license from Texas Commission on Environmental Quality (TCEQ) is required within 3 years of employmentWork is performed in a standard office environment and on location at Wastewater Treatment Plant.
