Homelessness Deputy
We are seeking thoughtful, hard-working, committed and compassionate team members to work in a collaborative, fast-paced environment. The Homelessness Deputy will have professional expertise and passion for addressing homelessness for the Fourth Council District on behalf of Los Angeles City Councilmember Nithya Raman. We are looking for an individual who can represent our office when responding on the ground to facilitate service delivery in partnership with our public agency and non-profit partners for people experiencing homelessness across the various neighborhoods of Council District 4.
The role will focus on coordinating and conducting homelessness outreach services to encampments and people experiencing homelessness in a humane way that facilitates the work contracted outreach workers are conducting with individuals working towards interim shelter and permanent housing and supportive services. The ideal candidate will be skilled and experienced at working in the field to directly help people experiencing homelessness.
Duties include, but are not limited to:
- Work at the direction of the Director of Homelessness Services to facilitate the deployment of services to address homelessness-related needs throughout the district.
- Host regular case conferencing meetings and maintain regular communication with contracted outreach teams to review encampment locations troubleshoot constituent needs.
- Attend regular outreach with all teams on a rotating basis to ensure they are familiar with all requested locations, the landscape of our district and the needs of our constituents.
- Facilitate outreach team engagement with PEH at shelters located within CD4 for case management toward the goal of permanent housing
- Engage in daily field-based operations across the district, e.g., outreach, encampment assessments, wellness checks, etc.
- Field, reply to, and relay homelessness-related concerns, inquiries and ideas to appropriate City Hall staff members, City departments and homeless services providers to ensure that housed and unhoused constituents’ needs are addressed in a timely and satisfactory manner.
- Attend regular service provider meetings to provide office updates.
- Maintain homelessness team trackers and project management tools with status updates on a weekly basis.
- Serve as the primary point of contact with Service Provider Areas (SPA) and program leads for any relevant questions or concerns.
- Maintain communication with other Council District staff regarding collective homelessness issues.
- Directly interface with the Field Team to collaborate on district homelessness response.
- Host weekly office hours for the Field Team to access updates about encampments in their areas.
- Manage all outreach LAHOP requests from Field Tean and provide updates upon request.
- Provide presentations on updates to homelessness response procedures whenever necessary.
- Regularly provide status updates to help Field and Communications Teams respond to email, phone, and other homelessness-related constituent communications; conduct face-to-face meetings, site visits in the field and participate in community meetings as needed.
- Maintain accurate service and deployment records and utilize data to identify best practices and trends relevant to optimizing our work.
- Work closely with the other CD4 Homelessness Deputy to ensure all sanitation treatments (i.e. responding to hazardous waste, illegal dumping, and other occurrences that require the service of sanitation) occurring near people experiencing homelessness are handled in a cooperative way, centering individuals’ needs in the maintenance of public space.
- Represent the CD4 office at all relevant service provider meetings (SPA 2, SPA 4, H4WD) and provide district updates.
- Plan and execute quarterly Neighborhood Support Day events.
- Track inventory of all Homelessness Team supplies; submit and track supply requests when needed.
- Prepare monthly reports by obtaining data from relevant service provider teams and housing sites and providing information to CD4 Communications team for use in public information.
- Collect, manage and report out timely, accurate data from LAHSA and other partners on outreach, service delivery, and housing referral efforts within the district.
- Maintain regular communication with all outreach teams.
- Serve as the primary point of contact with LAHSA matchers regarding housing advocacy efforts.

The ideal candidate will have:
- 1 year(s) working with people experiencing homelessness in a professional, full-time capacity;
- A bachelor’s degree in Social Work, Public Administration, or related field;
- Compassion, commitment to, and enthusiasm for addressing the concerns and needs of CD4 residents, including both unhoused and housed residents;
- Certificates and/or training related to trauma-informed care, crisis intervention, de-escalation, and harm reduction;
- Knowledge of the Coordinated Entry System (CES) and Service Planning Areas 2 and 4-based resources;
- Basic Spanish fluency;
- Lived experience.
