The City of Louisville, Colorado is seeking a Civil Engineer II / III for Utilities & Facilities. The City owns, manages, and maintains a significant utility infrastructure (water, sewer, and storm water) to serve its citizens. This position works under the general direction of the Deputy Director for Utilities, this individual will function as a project manager engineer responsible for managing complex utility engineering capital projects or other special projects as assigned. As a Civil Engineer for Utilities, you will perform a variety of high-level professional and consultative responsibilities in the field of engineering in the planning, design and managing of capital improvement projects. Work involves engineering project management of City infrastructures for water, wastewater, stormwater, facilities and sustainability projects in accordance with municipal engineering practices and principles.
This role will be crucial in advancing sustainability goals of the City and should be knowledgeable of energy conservation and sustainability practices.
This position works in partnership with other employees, departments and divisions, State and Federal agencies, and the public in delivering effective innovative services. Work is performed independently with latitude and independence in decision-making, within established policies, procedures, and guidelines. Performs other work as assigned.

Position offered depends on experience level:
Civil Engineer II - salary range:  $94,623 - $127,762; PE required, 4 years experience
Civil Engineer III - salary range $114,524 - $154,606; PE required, 6 years experience, 2 years in a municipality

  • Acts as a project manager for assigned Utility and Facility City Capital Improvement Projects. 
  • This role will be crucial in advancing sustainability goals by identifying opportunities to reduce carbon emissions, implementing effective strategies, and promoting environmentally responsible practices throughout the lifecycle of buildings. 
  • Prepares budgets and cost estimates for Capital Improvement Projects, develops contract documents, provides project engineering and management, solicits proposals, bids, and quotes and administers contracts. 
  • Reviews and recommends the approval of plans and specifications for drainage, water and sewer installations, treatment plants, facilities and other municipal improvements. 
  • Reviews projects to ensure conformance with City Standards and City Code; reviews plans; interprets deeds, plats, and rights-of-way; performs surveys. 
  • Meets with the public, contractors, developers, project engineers, architects, owners and City staff; responds to inquiries and complaints; answers questions and provides requested information. 
  • Confers with Construction Inspector on inspection projects to assure conformance to plans and specifications. 
  • May conduct final inspection to assure when necessary. 
  • Assists with the development of standards for purchase of new mechanical and electrical equipment to improve energy efficiency. 
  • Provides management and technical direction for construction requirements including dry walling, painting, and roof repairs. 
  • Facilitates troubleshooting on structures and systems. 
  • Assists in the development of policies and procedures relating to public building operations and maintenance. 
  • Maintains schedule and all records for assigned City Capital Improvement Projects. 
  • Provides technical direction to engineering technicians and other engineering employees when assigned to project; coordinates with other City staff on special projects; directs work of consulting engineers on assigned projects. 
  • Prepares detailed engineering analysis for submission to various federal, state, and local agencies regarding projects. 
  • Prepares correspondence, City Council documents, and special reports as needed or assigned. 
  • Represents Public Works at public meetings as assigned. 
  • Assists in developing long-range and short-range Public Works improvement programs. 
  • Ability to establish and maintain effective working relations with coworkers and supervisors. 
  • Other duties as assigned.
EDUCATION, TRAINING, AND EXPERIENCE: 
 All Levels:
  • Completion of a Bachelor's degree program in Civil Engineering, Engineering, Construction Management, Project Management, Environmental Science, Sustainability or a related field. 
  • Any equivalent combination of acceptable training, education, and experience may be considered as deemed acceptable by the City of Louisville
  • Engineer II:
    • Current registration as a Professional Engineer (PE) in the State of Colorado (or ability to obtain within 6 months if registered as a PE in another state)
    • Four (4) years or more of experience in engineering.
  • Engineer III:
    • Current registration as a Professional Engineer (PE) in the State of Colorado (or ability to obtain within 6 months if registered as a PE in another state) 
    • Six (6) years or more of total engineering experience with two (2) years experience preferred in municipal engineering at the full performance level: and two (2) years of which are at the project management level; or any equivalent combination of acceptable training, education, and experience may be considered.
  • Knowledge of the principles and practices of engineering, particularly as applied to municipal public works and facilities.
  • Knowledge of the City Municipal code, ordinances, policies, procedures, rules, and regulations. 
  • Knowledge of construction standards, methods, materials, and equipment; particularly as applied to public works projects. Technical understanding of Building Automation and HVAC systems and other building operations. 
  • Knowledge of energy conservation and sustainability practices. 
  • Skill in the use of municipal, purchasing, permitting software (Munis, Energov, etc.). 
  • Skill in technical engineering procedures. 
  • Skill in the use of a personal computer and various engineering application programs including but not limited to Word, Excel, and AutoCAD. 
  • Ability to direct and supervise important and difficult engineering projects. 
  • Ability to supervise the work of others. 
  • Ability to communicate clearly, both orally and in writing. 
  • Ability to establish and maintain effective working relationships with others. 
  • Ability to properly handle confidential information. 
  • Ability to work with broad direction and limited supervision. 
  • Ability to compile engineering data and statistics, write accurate specifications, prepare designs and working drawings, and prepare cost estimates. 
  • Ability to manage projects while maintaining schedules within established deadlines. 
  • Ability to organize activities in order to complete tasks in accordance with priorities, address multiple demands, and meet deadlines. 
  • Ability to successfully manage and administer contracts. 
  • Ability to read and interpret blueprints, plans, specifications, and legal descriptions. 
  • Ability to conduct field test and inspections to determine compliance with standards and specifications. 
  • Ability to establish and maintain positive and effective working relationships with employees, engineers, contractors, developers, public agencies, and the public. 
  • Ability to adapt to interruptions, equipment failures, unusual demands, or changing priorities. 
  • Ability to react quickly to serious problems and to resolve them based upon experience and technical knowledge. 
  • Ability to perform high-level research, compile records and reports, and make effective applications of findings. 
  • Ability to manage and implement asset management and preventative maintenance programs.

Special License or Certification Required: 
Current Professional Engineer's License in the State of Colorado or ability to obtain within first 6 months if from another state. Valid State of Colorado Driver's License with a satisfactory driving record.

Physical Requirements of the Job: 
While performing the duties of this job, the employee is regularly required to use hands, fingers, handle, or feel tools or controls; read, speak and hear; and taste or smell. The employee frequently is required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds, and on occasion with assistance as much as 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must have the ability to climb up and down steep ladders and stairs. 

Work Environment: 
The employee is frequently exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The employee is exposed to outside weather conditions and vibration. The noise level in the work environment is normally moderate but on occasion can be loud. The employee is required to climb stairs to reach the top of, and drop into storage tanks of up to 30 feet while performing their job. 

Other Necessary Requirements: 
Successful candidates will be required to complete a background check, pre-placement physical and substance screen prior to employment.
