Working with the Development Services Team in the Building Division, our Permit Technician assists customers in navigating the full construction process.  This includes processing intakes, building permit applications, calculating permit fees, and providing coordination services to internal and external customers.  They respond to general questions related to adopted codes, city ordinances, and standard construction practices and requirements.  They provide quality customer service at the front counter, on the phone, and through written communication.  This position requires strong construction knowledge and excellent customer service skills to handle a diverse customer base.

The salary range for the Permit Tech I is $20.67 - $27.90 per hour with a hiring range of $20.67 - $24.29 per hour, depending on qualifications and experience.

The salary range for the Permit Tech II is $22.67 - $31.73 per hour with a hiring range of $22.67 - $27.20 per hour, depending on qualifications and experience.

First reading of applications to take place on Friday 1.31.25.

Permit Technician I:  Essential Functions

  • Receives and reviews permit applications for accuracy and completeness, entering all necessary data into the appropriate computer system.
  • Responsible for transferring electronic file submittals to meet current e-file processes.
  • Ensures customer’s understanding of the necessity of building codes, division processes and procedures, and educates the customer whenever possible.
  • Responds to requests from citizens, City staff, and development/construction community regarding all phases of the permit application process.
  • Guides customers as necessary in successfully navigating the permit application and submittal process.
  • Performs computer data input and retrieval; maintains logs and records of permits received and issued.
  • Serves the public at the Building Division counter. Responds by phone, mail, email and in person to inquiries (internal & external) and other requests regarding the permit process, City regulations, procedures, policies and the operation of the work unit.
  • Accepts and inputs inspection requests by phone and over the counter.
  • Performs accounting functions via cash receipts and daily deposits.
  • Performs printing, preparation and contacting of clients for all approved permits.
  • Assists in the processing of Certificates of Occupancy, Temporary Certificates of Occupancy, Letter of Completion and Limited Letters of Completion.
  • Performs routine review of fast track permits.
  • Performs other duties as assigned.

Permit Technician II - Additional Essential Functions

  • Assists customers as necessary in successfully navigating the permit application and submittal process.
  • Orders equipment and supplies, prepares and processes purchase orders, and arranges for equipment maintenance and repair as necessary.
  • Responsible for accounts payable.
  • Letter of Completion and Limited Letters of Completion, and scheduling necessary inspections for citizens and staff.
  • Provides fee estimates for both non-residential and residential projects.
  • Develops, manages and maintains all electronic forms to be used in the electronic permit review process, including electronic signature on documents.
  • Maintains statistical records including monthly reports relating to construction/development applications.
  • Oversees permit applications and monitors development throughout the review process to ensure projects are progressing; coordinates review information with applicants as necessary.
  • Preparation of non-residential tracking spreadsheet provided to management weekly/monthly.
  • Prepares reports, resolutions, ordinances, and statistical information as required.
  • Maintains all statistical information, application forms, process information.
  • Processes Certificates of Occupancy, Temporary Certificates of Occupancy, Letters of Completion and Limited Letters of Completion.

Qualifications

Required Education:  High School or GED

Preferred Education:  Training and/or education in a construction related field, data management, or accounting.

Required Experience: 

    • Permit Tech I:  1 year of experience in a combination of the construction related developmental field, customer service, computer, and clerical field.
    • Permit Tech II:  2 years of experience in a combination of the construction related developmental field, customer service, computer, and clerical field.
    • Proficiency using Microsoft Office Suite.

Preferred Experience:

    • Permit Tech I:  Experience in a high volume, extensive public contact office.
    • Permit Tech II:  Specialized training in the utilization of the Innoprise system and Adobe Pro highly desired.

Certifications

    • Permit Tech I:  Must be able to obtain certification from International Code Council as a Certified Permit Technician within one (1) year of hire date.
    • Permit Tech II:  Certified Permit Technician certification from International Code Council required at time of hire.

Knowledge, Skills, and Abilities

Permit Technician I

  • Strong customer service, conflict resolution skills and ability to maintain working relationships.
  • Demonstrated knowledge of office procedures, standard construction development processes, including some accounting or bookkeeping and automated data entry.
  • Mathematical competency, ability to read scale and interpret construction plans.
  • Ability to educate customers on process, policies and code.
  • Ability to work independently and as part of a team.
  • Ability to learn and communicate provisions of the Municipal Code/ordinances with firmness, tact and impartiality.
  • Ability to learn and maintain geography of the City.
  • Ability to communicate clearly and concisely, verbally and in writing, and to understand and carry out verbal and written instructions.
  • Knowledge of word processing, spreadsheets and databases.

Permit Technician II -  Additional Knowledge, Skills, and Abilities

  • Demonstrates knowledge of office procedures, standard construction development processes, including some accounting or bookkeeping and automated data entry.

  • Ability to work independently and deal effectively with the public and fellow workers.

  • Ability to establish and maintain positive effective working relationships with associates, contractors, developers, owners and general public.

  • Ability to type accurately.

  • Must be able to be diplomatic and professional in all duties.

Physical Demands

  • Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or
    standing as needed and minimal.

Working Environment

  • Frequent: Exposure to routine office noise and equipment.
  • Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
