Job Title: Finance Director Department: Administration
Reports to: Mayor Effective Date: 4/1/2025
Job Summary:
Under Administrative direction of the Mayor, the Finance Director will plan, direct, manage and oversee the activities and operations of the Finance Department including financial planning, payroll, budgeting, accounting and auditing, property management, treasury, cash management, purchasing, and utility billing.
Duties/Responsibilities:
- Prepares and maintains the annual budget
- Oversees the administration of all revenue operations for the city, including taxes, fees, grants, etc.
- Day to day general accounting duties such as cash receipting, approval of invoices, coding invoices, journal entries as needed
- Tracking Project expenditures
- Auditing
- Ongoing analysis of Financial and Accounting information and reporting on projected variances from budgets
- Addressing all inquiries for financial and/or accounting information promptly, professionally, and accurately
- Monthly Bank reconciliations including multiple banks, credit card platforms and Bond account
- Month-end and year-end close
- Maintains annual listing of disposed fixed assets for City Council
- Financial reporting, including reports to deliver and present to City Council.
- Oversee Finance Administrator position
- Manage the Finance Department’s work methods and procedures and implement changes to maintain efficiency where needed.
- Attend monthly City Council meetings
- Perform all other duties and responsibilities as required
Skills/Abilities:
- Knowledge of GAAP and GASB standards.
- Principles and practices of accounting, financial planning, internal auditing, and budgeting systems.
- Principles and practices of municipal budget preparation and administration.
- Excellent verbal and written communication skills.
- Excellent interpersonal and customer service skills.
- Excellent organizational skills, attention to detail, and time management skills with a proven ability to meet deadlines.
- Strong analytical and problem-solving skills.
- Strong data entry skills with a proven ability to identify numerical errors.
- Ability to prioritize tasks and to delegate them when appropriate.
- Ability to function well in a high-paced and at times stressful environment.
- Proficient with Microsoft Office Suite or related software, especially spreadsheets.
Education and Experience:
- Bachelor’s degree in accounting or related field from an accredited college or university required.
- CPA preferred.
- 4 years of financial management experience, preferably in the public sector.
- Supervisory experience
- Any combination of experience and training that would provide the required knowledge and abilities to successfully perform this role.
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds at times.
Job Type: Full-time
Pay: From $85,000.00 per year
