Water Foreperson

Job Title: Water Foreperson (1300-10, J#6473, 3923)

Department: Water Utility

Reports To: Superintendent of Distribution and Executive Director

Supervises: Water Systems Maintenance Man, WFWSMM, MEO Gr 1 & 3

Salary: $35.0189 (Min) to $38.8130 (Max) per hour - 40 hrs per week

FLSA Status: Non-Exempt

Union: Unit C - MVEA

SUMMARY

Responsible for the maintenance, repair and upkeep of water mains, services, pipes; supervises and directs men in a lower grade level; prepares reports and keeps records of service repairs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Responsible for supervising unskilled and skilled laborers in general water works activities, such as the installation, repair and maintenance of water mains, services, hydrants and to keep records and prepare service reports.

Responsible for planning, assigning, supervising and inspecting the work of a group of skilled and semi/non skilled employees engaged in the replacement/repair/and maintenance of water systems and services in the city.

Establishes work priorities according to the availability of personnel, equipment and/or needs, emergency situations and make necessary work assignments and follow up accordingly.

Consult with department heads, general public and others to discuss complaints, needs and priorities for the need repair and or maintenance of either water of sewer systems.

Responsible for recommending changes in pipe sizes, pipe replacements to increase and/or maintain water supply to recipients of services.

Responsible for equipment maintenance, preventative maintenance and servicing.

Responsible for directing, instructing, advising, checking, and supervising subordinates as to schedules, methods, standards of performance, rules and regulations, safety precautions and other matters affecting their work.

Performs related duties as required.

SUPERVISORY RESPONSIBILITIES

Directly supervises 10-20 employees in the Water Utility. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

High school diploma or GED general education degree; four (4) years related experience and/or training, of which one year was in a supervisory position; or equivalent combination of education and experience.

Must have four (4) years full time or equivalent part time experience in water service installation or related field of which one year was in a supervisory position.

Must have complete knowledge of the methods and procedures of installation and repair of water mains, services, hydrants and pipe laying and fitting; must have the ability to exercise independent judgment and discretion in carrying out work details and allocating work to subordinates, and to instruct and supervise skilled and unskilled laborers, workers, etc.

Must have the ability to read shop maps of the distribution of water systems throughout the city.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Commercial Driver's license and Hoisting license required.

Minimum of D3-OIT license or the ability to obtain license within 1 year of appointment; D3 Full license preferred.

LANGUAGE SKILLS

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

REASONING ABILITY

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.

The noise level in the work environment is usually loud.
