Position Purpose
This position provides leadership and supervision of Public Works Specialist in all aspects relating to the construction and maintenance of typical municipal infrastructure and facilities : water, wastewater, streets, drainage, and parks facilities. This position receives guidance from the Public Works Director with respect to general objectives in the majority of tasks and projects assigned.
Essential Functions
- Manage, coordinate, and evaluate the work of Public Works Specialists related to specific tasks assigned by the Public Works Director.
- Assist and make recommendations to the Public Works Director regarding short and long range planning.
- Prepare and prioritize list of infrastructure and facilities repair and replacement needs as assigned.
- Advise subordinates on policies, work methods, and materials used in construction and maintenance.
- Prepare various reports, maintain established budgets, implement policy ideals, and recommend procedures for the Director.
- Recommend the purchase of materials, supplies, and equipment.
- Confer with the Public Works Director on all private or public infrastructure projects.
- Assure compliance with policies, procedures, rules, and regulations set forth by the City Manager and the Code of Ordinances.
- Protect the health, safety, and welfare of the general public.

v Knowledge / Skills / Abilities :
Must have the ability to pass accredited courses in construction and in maintenance.
Ability to read, analyze, and interpret technical procedures and regulations.
Ability to write reports, correspondence, and procedures manuals.
Ability to effectively present information and respond to questions from groups of people, customers, and general public.
Ability to work with mathematical concepts such as the fundamentals of geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to solve practical problems where only limited standardization exists.
Ability to interpret a variety of instruction in the following forms : written, oral, schematic diagram, and schedule.
Proficient, or able to become proficient, personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.
Ability to handle more than one project simultaneously.
Diagnose and repair failures in public infrastructure and facilities.
Operate, repair, and install water connections system components including wastewater mains, clean outs, valves, pumps, lift stations, manholes, flow meters, and related appurtenances.
Ability to inspect pumps, motors, waterlines, wet wells, valves, and various water collection system appurtenances.
Supervise the repair, operation, and maintenance of public infrastructure, facilities, equipment controls, and pneumatic and hydraulic equipment.
Interpret maps, drawings, plans, and specifications.
Keep daily logs of time, material, and constructions equipment.
Responsible for implementation and enforcement of traffic control devices and safety rules and regulations for the protection of employees and the public.
Exercise good judgment to work safely, use equipment properly, and require employees to use safety equipment.
Ensure proper employee placement and adherence to safety protocols when working in trenches.
Require employees to observe all safety rules and regulations.
Draw water samples for testing.
Supervise daily preventive maintenance checks on vehicles and equipment.
Ability to determine work methods, sequences, and schedules to achieve assignment objectives while operating within specific policy guidelines.
Expected to work overtime as needed during emergencies, adverse weather conditions, or situations that threaten public health, safety, and welfare.
v Formal Education / Certifications / Licenses
Possess at least a Class C Water License or obtain one within twelve (12) months.
Possess a Wastewater License or obtain one within twelve (12) months.
Relevant experience and knowledge in public works may be considered in lieu of the certification requirements, as determined by the City Manager.
Possess a valid Texas Drivers License with an acceptable driving record, or obtain one within twelve (12) months.
High school diploma or equivalent.
Bilingual candidates are preferred but not required.
v Prior Experience
Minimum of four (4) years of experience in the operation and maintenance of utilities departments
Tools and Equipment Used
Personal computer, telephone, mobile radio, fax and copy machine, excavation equipment, various motor vehicles, air compressors, vacuum truck, inspection camera, jet machine, hand and power tools, and other related equipment.

Work Environment
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work is normally NOT performed in an air-conditioned office environment, and the noise level associated with this work is usually high.
Primarily works outdoors with exposure to changing and extreme weather conditions such as rain, sun, snow, wind, etc. and with exposure to outdoor temperatures in excess of 100 degrees and well below 32 degrees.
Work will take place in poorly lighted, awkward, confined, and hazardous areas; above ground level on ladders, rooftops, scaffolding, elevated water storage tanks, etc. Exposure to non-weather related humidity or wet conditions, fumes, airborne particles, electric shock, vibration, and moving mechanical parts will take place on a regular and daily basis. The employee will be exposed to high speed vehicular traffic within a roadway.
Selection Guidelines
Formal application, rating of education and experience, oral interview, reference checks, and job related tests may be required. Fitness for duty medical and physical examinations will be conducted.
