DESCRIPTION
The Human Resources Specialist provides administrative, technical, and analytical support to the Human Resources Department. Responsibilities include managing Workers' Compensation claims, processing department invoices, and assisting with research and implementation of projects to enhance HR processes. This position serves as a resource to employees and ensures compliance with City policies and applicable regulations.
QUALIFICATIONS
- High school diploma or GED equivalent is required.
- Additional education or certification in human resources or a related field is preferred.
- Previous experience (2 years) in clerical or administrative roles is required, preferably in human resources, workers' compensation administration, or a municipal government setting.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of Workers' Compensation laws and human resources practices.
- Knowledge of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and HRIS systems.
- Skilled in interpersonal, verbal, and written communication.
- Skilled in organization with a strong attention to detail.
- Skilled in providing customer service with the ability to build positive working relationships with employees, supervisors, and external partners.
- Ability to research, analyze data, and make recommendations for process improvements.
- Ability to work independently, manage multiple priorities, and meet deadlines.
- Ability to work in a fast-paced environment and perform under pressure.
- Ability to handle sensitive and confidential information with discretion.
- Ability to sit for extended periods and perform computer-based work. Occasional lifting of up to 20 pounds may be required.
MAJOR DUTIES
- Logs, processes, and tracks all Workers' Compensation claims from initial report to claim closure.
- Monitors claim patterns and trends to identify cost drivers and potential risks.
- Serves as the primary liaison between the City, employees, and Workers' Compensation insurance carrier to ensure timely communication and claim resolution.
- Reviews and verifies time off related to work-related injuries to ensure proper Workers' Compensation pay.
- Monitors all open Workers' Compensation claims, including medical treatment, physical work restrictions, and return-to-work plans.
- Completes wage statements, supplemental injury forms, and other required claim documentation.
- Provides guidance and resources to injured employees, answering questions regarding claims and benefits.
- Researches and assists in the implementation of innovative projects to improve HR processes, services, and employee programs.
- Processes invoices for the entire HR Department, including verifying accuracy, coding expenses, and submitting for payment.
- Assists with preparing department purchase orders, travel requests, and expense reports.
- Maintains the HR Department budget by tracking expenses and providing regular budget updates.
- Ensures compliance with City policies and all applicable local, state, and federal employment regulations.
- Upholds confidentiality and professionalism when handling sensitive employee information.
- Provides general administrative support to the HR Department, including filing, answering phones, and assisting with special projects as needed.
- Performs other duties as assigned.
This position is an essential service position and will require providing services during emergency situations.
