Lynchburg Human Services is seeking enthusiastic, dedicated, professional candidates for the Family Partnership Meeting (FPM) Facilitator position. The position involves working closely with Child Protective Services, Ongoing Services, Foster Care, and Adoption to partner with families to increase the safety, permanency, and well-being of children and youth served in the City of Lynchburg.
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.
The successful candidate will join a Child Welfare team that is diverse and dedicated to making Lynchburg City, and the Commonwealth of Virginia, a Kin-First Culture.
The FPM facilitator is responsible for facilitating Family Partnership Meetings for the Lynchburg City Human Services Department with the goals of:
- Developing a plan that acknowledges safety, permanency and well-being for children and families.
- Increasing family engagement, particularly kinship work, in all child and adult welfare practices.
- Promoting collaboration amongst families, staff, and service providers for successful plan implementation. Facilitate the FPM as an impartial person respecting diverse family cultural, ethnic, and religious beliefs and values.

Additionally, the candidate is expected to use solution focused, strengths-based and trauma-informed perspectives and strategies for accomplishing the goals.
Major responsibilities include:- Preparing family members and service providers for the FPM to include explaining the process, purpose and the values underlying the approach.
- Coordinating meeting times to coincide with critical and prompt service delivery.
- Ensuring adequate space availability for meetings.
- Contacting parties to be invited and soliciting additional family and/or community partner participation.
- Assisting in addressing family members concerns prior to the FPM and identifying family goals to be included in the family plan.
- Diffusing conflict and promoting permanency and safety of children involved for successful development of a safety and permanency plan.
- Prepare written documents and case notes respecting the dignity and worth of individuals.
- Attending pre family partnership meetings with the caseworker, the guardian-ad-litem and other parties as needed. Assures that how we do our work is as important as the work we do.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.
Minimum Education and Experience Required

EDUCATION AND EXPERIENCE
Minimum of a Bachelor’s degree in a Human Services field or minimum of a Bachelor’s degree in any field and a minimum of two years of appropriate and related experience in a Human Services area. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
Considerable knowledge of: social work principles and practices; human behavior and motivational theory; laws, policies, and regulations relating to human services program areas; interviewing techniques; legal procedures as related to program area; and social, economic, and health problems. Demonstrated ability to: communicate effectively both orally and in writing; interview, assess needs, counsel and refer clients to other resources as needed; advocate on behalf of children and families; respond to changing situations in a flexible manner in order to meet current needs and reprioritize work as needed; develop speeches and represent the agency on program training and workshops; work in stressful situations and maintain diplomacy; plan and manage own work activities including service delivery preparing reports, and correspondence, record keeping responsibilities and related activities; establish and maintain effective relationships with others; and stay abreast of current trends and developments in the social work field.
Additional Requirements
Possess valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria. View City's Driving Criteria.
Must satisfactorily complete criminal background check, drug and alcohol screen and Child Protective Services Registry check.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
