Superintendent of Regional Juvenile Detention Center
Essential Duties
Plans, organizes, directs, and evaluates the operation of a regional juvenile detention center, which includes pre- and post-dispositional programs;

Leadership and Oversight:
- Provide strategic direction and leadership for the juvenile detention center, setting goals and implementing policies to achieve the facility's mission.
- Oversee all staff functions including hiring, training, performance evaluations, disciplinary actions, and staff scheduling.
- Manage the facility's budget, ensuring responsible allocation of resources and compliance with financial regulations.

Security and Safety:
- Maintain a secure facility by implementing and monitoring security protocols, including surveillance systems, access control, and incident response procedures.
- Respond to emergencies and critical situations within the facility, ensuring the safety of staff and detainees.
- Conduct regular security assessments and implement necessary security upgrades.

Resident Care:
- Ensure the provision of appropriate care for detained youth, including medical services, mental health support, education, and recreational activities.
- Monitor and address resident behavior issues, implementing disciplinary measures as needed.
- Collaborate with social services and other agencies to facilitate reintegration plans for youth upon release.

Program Management:
- Develop and oversee rehabilitation programs tailored to the needs of the juvenile population, including substance abuse treatment, anger management, and life skills training.
- Collaborate with community partners to provide additional support services to youth in detention
- Monitor program effectiveness and make adjustments as needed.

Compliance and Reporting:
- Ensure compliance with all local, state, and federal regulations pertaining to juvenile detention facilities.
- Maintain accurate documentation and records related to resident care, security incidents, and staff activities.
- Prepare reports and provide updates to relevant authorities on facility operations and compliance.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
- Serves as member of Lynchburg Regional Juvenile Detention Advisory Board;
- Required to perform on-call duties to respond to emergencies and other facility needs;
- Transports detainees, as needed
- Responds to out of control/violent detainee situations (both verbal and physical), providing behavioral and crisis management skills;
- Serves on Citywide project teams;
- Other duties to provide direct or indirect service to the citizens may be assigned;
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND EXPERIENCE
Bachelor's degree in Criminal Justice, Psychology, Sociology, Social Work, or related field
Extensive experience in juvenile corrections, including supervisory roles within a juvenile detention facility.
Demonstrated knowledge of juvenile justice laws, regulations, and best practices.
Strong leadership and communication skills, with the ability to effectively mnage staff and build relationships with stakeholders.
Crisis intervention and conflict resolution skills to manage challenging situations within the facility.
Ability to analyze data and make informed decisions regarding facility operations.
Additional Requirements
Valid State Driver's License required and acceptable driving record according to City criteria. View City's Driving Criteria.
Prior to employment must have Criminal Record Check and reference checks completed, and Child Protective Services check initiated. Prior to onset of employment must have tuberculin and drug screen as part of physical examination
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
