Performs highly technical analyses of building construction to assure compliance with the Virginia Uniformed Statewide Building Code along with other ordinances, regulations and safety issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.

 • Performs Building, Electrical, Plumbing, and Mechanical inspections of industrial, commercial, and residential structures during the process of construction, alteration or renovation for compliance with the Uniformed Statewide Building Code and its referenced standards. Activities for these inspections include:
 • Checks quality of materials and methods of construction;
 • Prepares records of inspections;
 • Review plans to secure compliance with the Uniformed Statewide Building Code and its referenced standards;
 • Issues Stop-work orders for non-complying building code projects;
 • Confers with Architects, Engineers, Builders and property owners relative to building code issues;
 • Assists other Code Inspectors with complex structural or building code issues;
 
 ADDITIONAL JOB FUNCTIONS
 • Other duties to provide directly or indirectly services to citizens as may be assigned.
 • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
 • Investigates and assesses structural failure in buildings due to fire or other hazardous conditions;
 • Testifies as an expert witness in court cases involving building code compliance;
 • Enforces the local Air Pollution Ordinance as it relates to open burning;
 • Educates and informs Architects, Engineers, and Builders of building code changes;
 • Assists in the coordination and information concerning construction projects with interdepartmental or intergovernmental disciplines;
 • Advise the permit technician in issuing and applying appropriate fees for required permits;
 • Advise local Police Investigators during investigations when building code issues may be involved;
 • Assist the City Attorney's office and the Commonwealth's Attorney's office in preparing and providing building code related court cases.
 
 SUPERVISORY RESPONSIBILITIES
 This job has no supervisory responsibilities.

EDUCATION AND/OR EXPERIENCE:

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.  EDUCATION AND/OR EXPERIENCE
 Bachelor's degree (B. A.) from four-year college or university in related field and extensive experience in the building construction trade or equivalent combination of education and experience.

Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City driving criteria.

Certificates issued from the Department of Housing and Community Development from training and examination as required to perform inspections in related fields.
 

Must successfully complete IS100 and IS 700 National Incident Management (NIMS) training within 90 days of employment.  May also be required to complete higher levels of NIMS training as determined appropriate for the position.

Salary : $38,688 - $71,843
